PRESENTS THIS
RESOUNIGN OF 11PPRECIRTION
DAVID STARNES
David Starnes has been a Peace Officer for 18 years, having joined the San Rafael
Police Department in August of 1988; and
David is widely recognized by all Police Department employees to be one of the most
friendly, approachable supervisors/managers we have. David accepts responsibility for
all areas of the Department and always goes out of his way to help the City run
smoothly. David is considered the epitome of a true team player; and
David has held numerous ranks and positions in the Police Department including
Street Crimes Officer, Sexual Assault Detective, Field Training Officer, SWAT
member, Police Corporal, Crimes Against Persons Detective, President of the North
Bay Criminal Investigators Association, Police Sergeant, Police Lieutenant, and was just
named as the PD's COPS Unit Coordinator; and
David is extremely adaptable to a variety of situations and always handles stressful
situations well. One example is how David kept his composure while standing in front
of dozens of fellow City employees when he found out that he was the winner of this
award, with no prior knowledge. Another example is when David manages his Fantasy
Football and Baseball teams named `Risky Business'; and
David is not only a dedicated employee, but he is also a dedicated husband and father.
David finds the time to regenerate his batteries by taking his family on country -wide
trips twice a year to special locations like the Grand Canyon.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael
hereby designate David Starnes as the Employee of the Quarter for the Second Quarter of 2006 and
express sincere appreciation for his dedication, professionalism and outstanding service to the City of San
Rafael.
