CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF 11PPRECUITION
TO
RICHARD M. LOCKMAN
WHEREAS, Richard M. Lockman has been active in San Rafael as a 32 -year resident of
the Canal resident, as a bicycle rider and former transit commuter, and as a
member of the San Rafael Yacht Club, which is located in the Canal
neighborhood; and
WHEREAS, in September, 2005, Richard was appointed by the San Rafael City Council
to the Canal Stakeholder Committee, which was charged with preparing a
recommended Transportation Plan for the Canal neighborhood; and
WHEREAS, Richard served as a representative of the residents in the Canal
neighborhood, sharing his knowledge of the issues of people who work, ride
a bicycle and drive in the neighborhood; and
WHEREAS, in addition to attending the Stakeholder Committee meetings, Richard
assisted as a host at the Open House events sponsored by the Stakeholder
Committee; and
WHEREAS, Richard dedicated a year to a community-based planning effort to working
with Canal residents and business leaders to identify transportation concerns
and recommended improvements that will improve the quality of life in the
Canal neighborhood.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council hereby express
sincere appreciation and gratitude to Richard M. Lockman for his substantial contributions to
prepare the Canal Transportation Plan.
