PRESENTS THIS

TO
MAN MINH PHAN
WHEREAS, Man Minh Pham has long been active in San Rafael as a resident of the
Canal Neighborhood and a founder of the Vietnamese American Friendship
Group in San Rafael; and
WHEREAS, in September, 2005, Mr. Man was appointed by the San Rafael City Council
to the Canal Stakeholder Committee, which was charged with preparing a
recommended Transportation Plan for the Canal neighborhood; and
WHEREAS, Mr. Man served as a representative of the residents in the Canal
neighborhood, sharing his knowledge of the issues of people who work, ride
a bicycle and drive in the neighborhood; and
WHEREAS, in addition to attending the Stakeholder Committee meetings, Mr. Man
assisted as a host for his Vietnamese -American neighbors at the Open House
events sponsored by the Stakeholder Committee; and
WHEREAS, Mr. Man dedicated a year to a community-based planning effort to working
with Canal residents and business leaders to identify transportation concerns
and recommended improvements that will improve the quality of life in the
Canal neighborhood.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council hereby express
sincere appreciation and gratitude to Mr. Man Minh Phan for his substantial contributions to
prepare the Canal Transportation Plan.
