HomeMy WebLinkAboutCC Resolution 12055 (Purchase Trailer)RESOLUTION 12055 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL WAIVING COMPETITIVE BIDDING AND AUTHORIZING A SOLE SOURCE AGREEMENT FOR THE PURCHASE OF A TRAILER FOR THE POLICE DEPARTMENT FROM SUNDOWNER OF CALIFORNIA, INC. IN THE AMOUNT OF $43,727. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES AS FOLLOWS: WHEREAS, the purchase of a trailer would greatly enhance the Police Department's ability to safely and effectively conduct public education checkpoints on the dangers of drunk driving and expand the Police Department's traffic enforcement programs; and WHEREAS, the Police Department will use a combination of existing California Office of Traffic Safety grant funds in conjunction with existing budgeted general funds to purchase the trailer; and WHEREAS, the specifications for this trailer are unique because the specifications are not typical for the usual types of trailer, but actually call for a combination of specifications for both a recreational trailer and a cargo trailer; and WHEREAS, the Police Department has researched throughout California for a well qualified, reliable trailer manufacturer which was 1) located in relative proximity to avoid transporting the trailer long distances, 2) able to complete repair and maintenance work at its own facility, 3) had a secure worksite to insure safety and security of electronic gear installed in the trailer, and 4) had constructed similar trailers for the other public safety agencies; and WHEREAS, only two companies replied to Police Department inquiries, a public safety trailer company from Chadwicks, New York which estimated the cost to be $108,000 and another company from Southern California, Sundowner of California, Inc, which estimated the cost to be $43,727.00; and WHEREAS, the only company that can meet the Police Department's specifications for this trailer is Sundowner of California, Inc; and WHEREAS, City of San Rafael Municipal Code Section 2.55.070 D allows the City Council to waive competitive bidding due to necessary restrictions in specifications; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael as follows: 1. That all of the facts recited above are true and correct. 2. That, based upon the facts presented herein and in the staff report accompanying this item, the Council finds that Sundowner of California, Inc. is a sole source for the Police Department trailer and accordingly, pursuant to section 2.55.070D of the Municipal Code, hereby waives the competitive bidding requirements of the City's Purchasing Policy (Chapter 2.55 of the San Rafael Municipal Code). 3. That the bid from Sundowner Of California, Inc. for one trailer at the specified price of $43,727.00 is hereby accepted and that a purchase order for said trailer in that amount is hereby approved. 4. That the Chief of Police or his designee is authorized to take whatever additional actions are necessary to affect this purchase. 2 I, JEANNE M.
