RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE AMENDMENT OF THE ALBERT PARK
MASTERPLAN
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, the City owns a vacant building at 532 B Street adjacent to the Albert Park Bocce
Complex; and
WHEREAS the Marin Bocce Federation agrees to repair and renovate the building at no cost to
the City, for the purpose of providing a new roof, seismic upgrades, and improvements that
include a small cafe, two indoor bocce courts and offices, and
WHEREAS the Marin Bocce Federation agrees to install wrought iron fencing and landscaping
on the perimeter of the site of the former 522 B Street; and
WHEREAS the Marin Bocce Federation agrees to expand the building at 532 B Street to provide
for storage, public meeting space and restrooms; and
WHEREAS the San Rafael Park and Recreation Commission has reviewed the Marin Bocce
Federation Proposal in public hearing and has recommended that the Albert Park Masterplan be
amended to accept these new public facilities as depicted in "Exhibit A", attached hereto.
NOW THEREFORE, the City Council of the City of San Rafael authorizes the amendment of the
Albert Park Masterplan.

City Council of said City held on Monday, the 4th day of April, 2005 by the following vote, to

C. Falkirk Report
Supervisor Lange reviewed the recent fundraiser, Phantom of Falkirk,
and upcoming holiday events. Learning to Look is in full operation,
bringing school children from six elementary campuses to Falkirk for
art appreciation curriculum. Reservations for weddings exceed past
years' numbers. The State Grant for infrastructure repairs will
announce funded applications on December 3. Work continues by
volunteers in the Garden.

2. Public Agenda Items
A. Revision of the Albert Park Master Plan
McCart introduced the item explaining the Marin Bocce Federation had
approached staff last year with a proposal to renovate the rear building
adjacent to the Bocce Complex and remodel the structure to house two

bocce courts, and office, serving kitchen and cafe area. The
Federation would fund the needed repairs and improvements in
exchange for the ability to use the facilities for organizational activities.
The building is attached to a hollow brick constructed structure that
faces onto B Street. This front structure is unsafe to occupy and has
been "red tagged" by the City. The Federation has offered to remove
the front building for the City and eventually replace it with an
expansion of the rear building. The additional square footage would
provide for indoor restrooms, a dividable meeting room and storage for
the Federation and community uses. The addition would allow for
community meeting space.
The Commission heard the proposal in October and asked the
Federation to return to clarify some outstanding issues. The
Federation Board met with staff and Commissioner Murphy to address
fencing, timeline and design. President Joe Satori presented a visual
plan
The Federation answered questions of fencing by offering to continue
the existing wrought iron fence and landscape around the space now
occupied by the building to be demolished. This will be done once the
roof replacement on the back building is complete, Phase 1 of the
project, and as soon as possible. The demolished building site will be
considered for use as a temporary outdoor social or picnic area once it
is fences. It will not be used for parking. Several Commissioners
asked that a basketball court be considered. The Federation will return
for approval when ready to utilize the area. Phase 1 will be completed
in two to three months.
The renovation of the rear building, Phase 2 will include a small cafe
for coffee, pastry and snack service. The Bocce complex hosts 1500
players per week in the summer season, and refreshments are
desired. The indoor bocce court will allow for extended play in the
winter months, but will not provide the capacity to offer leagues at that
time.
Expansion to the front site will be the third phase of the project and
extend the rear building to the street front. The new square footage
will provide for storage, meetings space and restrooms. Plans for this
expansion will be refined and returned for review and approval. The
cost for the entire project is estimated to be $1 million. Donations and

Federation proceeds will combine with in-kind contributions to fund the
work.
Commission members asked that the signage shown on the plan be
reduced in size, and then for general information about the Federation.
Marin Bocce Federation has been operating for ten years. A Use
Agreement with the City assigns the activity, maintenance, and liability
for the facility. The current Use Agreement will be renewed in January.
In addition to League play, which involves sixteen teams of ten players
each night, the complex hosts group play for SIRS, Goldenaires,
Special Olympics and private parties and fundraisers. High School play
has been encouraged. The cost per team member for a league season
breaks down to $12-29/person depending on the season. The
Federation presents the City with a financial statement each year.
Commissioner Quintero voiced appreciation for the service the Bocce
Federation provides and the improvements the facility has made to the
park. He suggested that the balance of the loan debt would better
serve the City and the park if used to accomplish the proposed
improvements. He suggested the Commission consider approval of
Phase 1 now, and plans for the building renovation and expansion be
reviewed when refined.
M/s Yates/Quintero to approve the Marin Bocce Federation proposal,
Phase 1 and excuse the outstanding balance on the City loan. The
Federation will return when a design is complete for Phase 2 and 3

B. Downtown Event Program
Brian Auger, Downtown Event Coordinator was introduced. He
presented an overview and colander of the 40 events on the annual
schedule. The events budget is $10,000, and is funded through the

I concur that conversion of this area to an indoor Bocce lane for winter times, and related activities to existing
Bocce activities would not generate a noticeable traffic impact and parking demand. It's close proximity to the B
Street Center, and high turn over on street parking area is sufficient to address the minimal; parking needs.

Nadar, as I explained this morning the Bocce Federation proposes to improve the remaining city -
owned brick building adjacent to the Bocce Courts. They are seeking permission to replace the roof,
make seismic upgrades, and renovate the interior with two indoor bocce courts, a serving kitchen for
refreshments and an office for the facility manager.
Bob Brown will write a Categorical Exemption for this proposal if you concur that the improvements
to the building will not impact traffic or parking on the site.
I feel this is the case because the serving kitchen and the office space basically house what is
happening at the Bocce complex now, and the indoor courts will be utilized primarily during in
climate weather when the 8 outdoor courts are not used.
If you agree, could you put it in writing for Bob so he can refer to your analysis in the Exemption?
Do you need more info? We are under the gun to get this ready for next Monday's Council
meeting.
