A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE CITY MANAGER TO CONTRACT WITH
GODBE RESEARCH TO PERFORM A VOTER SURVEY
IN AN AMOUNT NOT TO EXCEED $22,000
WHEREAS, the City Council faces its fourth year of difficult budget decision-making, and a
multi-million dollar deficit; and
WHEREAS, the City Council has taken numerous actions in the past three years to avoid
having to consider asking voter approval for raising taxes; and
WHEREAS, continued budget reductions to off -set the multi-million dollar deficit will imperil
core services to San Rafael residents and businesses; and
WHEREAS, the 2005 Citizen Satisfaction Survey was performed by Godbe Research, and
included a number of tax questions; and
WHEREAS, staff recommends the Council receive additional voter information before
deciding whether or not to place a tax measure on the November, 2005 ballot.
NOW, THEREFORE, BE IT RESOLVED, that the City Manager is authorized to execute a
contract with Godbe Research, in a form to be approved by the City Attorney, in a total amount not
to exceed $22,000 to perform a voter survey.

resolution was du and and regularly introduced and adopted at a regular meeting of the Council of
said City on the 2" day of May, 2005 by the following vote, to wit:
