RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL WAIVING COMPETITIVE BIDDING REQUIREMENTS
PURSUANT TO SECTION 2.55.070(D) OF THE SAN RAFAEL
MUNICIPAL CODE, AND AUTHORIZING THE CITY MANAGER
TO CONTRACT WITH AUTOVU TECHNOLOGIES, INC., IN A
FORM TO BE APPROVED BY THE CITY ATTORNEY, FOR
MOBILE GPS PARKING ENFORCEMENT EQUIPMENT IN AN
AMOUNT NOT TO EXCEED $80,000.
WHEREAS, the City Council may approve the waiver of competitive bidding for the
purchase of equipment, and authorize purchases of such equipment by City staff without recourse
to competitive bidding where valid reasons exist to do so, pursuant to San Rafael Municipal
Code Section 2.55.070(D); and
WHEREAS, the City Council finds that valid reasons exist at this time for the waiver of
competitive bidding for purchase of the GPS, License Plate Recognition Parking Enforcement
Equipment, since such equipment is only available from a single source;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Manager is
authorized to execute a contract with AutoVu Technologies, Inc., in a form to be approved by the
City Attorney, for purchase of GPS, License Plate Recognition Parking Enforcement Equipment,
in a total amount not to exceed $80,000.00.
I, JEANNE M. LEONCINI, City Clerk of the City of San Rafael, hereby certify that the
foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the
City Council of San Rafael held on the 2"`' day of May,2005 by the following vote, to wit:
