TO
Richard Heine
SAN RAFAEL FIRE COMMISSIONER
WHEREAS, Richard Heine was appointed to the San Rafael Fire Commission on
September 15, 1989, and has served on the Fire Commission for over fifteen years, also
serving as Vice Chair; and
WHEREAS, during Dick's service on the Fire Commission, many new programs were
created, including development of the Disaster Area Response Team (DART), the Urban
Search and Rescue Team (USAR) and the Emergency Operations Center (EOC) in the Fire
Department; and
WHEREAS, Dick was always ready to assist the Fire Department in any endeavor and had
an interest in the betterment of the Fire Department and service to the community; and
WHEREAS, Dick served on the Fire Commission during the adoption of the 1992 New
Residential Commercial Sprinkler and Class A Roofing Ordinance; the creation of the
Household Hazardous Waste Facility; the Certified Unified Program Agency (CUPA)
Program; and the renewal of the Hazardous Materials Emergency Response Team JPA;
and
WHEREAS, Dick served the City by supporting renewals of the Paramedic Tax through
several elections.
NOW, THEREFORE BE IT RESOLVED, that the Mayor and City Council of the City of
San Rafael hereby extend their sincere appreciation for the contribution Dick has made to
the betterment of the Community and its residents.
