RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL SPECIFYING METERED OFF-STREET
PARKING FACILITIES OPERATED BY THE CITY AND
SETTING A SCHEDULE OF RATES FOR SUCH FACILITIES
WHEREAS, The City of San Rafael currently operates and shall continue to operate
metered off-street parking facilities within the City, and
WHEREAS, the revenue collected from these metered off-street parking facilities is used
for the expenses and projects paid for by the Parking Services Fund; and
WHEREAS, the City Council recently adopted Resolution No. 11763 to amend the
Master Fee Resolution, Resolution No. 11670, Exhibit "J", to revise the schedule of fees for off-
street parking facilities consisting of City operated garages, but did not amend the Master Fee
Resolution to revise the fees related to meters and reserved parking in metered off-street parking
facilities operated by the City; and
WHEREAS, the City Council finds that the specification of metered off-street parking
facilities operated by the City, and the setting of a schedule of rates for such facilities is
statutorily exempt under the California Environmental Quality Act, under Public Resources Code
Section 21080(b)(8), relating to the collection of fees to meet operating expenses, costs for
supplies, equipment, and materials, reserve requirements, and capital expenses in the City's
parking programs.
NOW, THEREFORE, BE IT RESOLVED that the following properties within the
City of San Rafael, and operated by the City, are specified as metered off-street parking facilities:

BE IT FURTHER RESOLVED that the City Council hereby amends the Master Fee
Resolution, Resolution No. 11670, Exhibit "J", as amended by Resolution No. 11763, to adopt
the Schedule of Rates for metered off-street parking facilities as set forth in Exhibit "A" attached
hereto and incorporated herein, which Schedule of Rates shall become effective upon the
effective date of Ordinance No. 1835 . (An Ordinance of the City of San Rafael Repealing
Existing Chapter 5.60 of the San Rafael Municipal Code and Enacting a New Chapter 5.60 of the
San Rafael Municipal Code, Regarding Parking Meter Zones, Parking Meter Rates, and Related
Rules and Regulations Applicable to Parking Meters.)

foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the
City Council of said City held on Monday, the 6th day of June, 20051 by the following vote, to
