HomeMy WebLinkAboutCC Resolution 11835 (St. Isabellas Carnival)RESOLUTION NO. 11835 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING A PERMIT TO ALLOW ST. ISABELLA'S SCHOOL TO HOLD A CARNIVAL FROM OCTOBER 7, 2005 TO OCTOBER 9, 2005, AT ONE TRINITY WAY (APNs: 175-181-25 AND 27) WHEREAS, on July 16, 2005, the St. Isabella School Parents Club submitted a letter seeking approval of a permit to allow a carnival to be held on the St. Isabella Parish property at One Trinity Way from October 7, 2005 to October 9, 2005; and WHEREAS, consistent with the requirements of Chapter 10.44 of the San Rafael Municipal Code, a $500 deposit is on account with the City of San Rafael to ensure that the property where the carnival is held is left in a neat, clean, healthy and sanitary condition; and WHEREAS, a courtesy notice of the City Council meeting was sent to neighboring property owners and occupants within 300 feet of the subject property on September 1, 2005; and WHEREAS, on September 19, 2005, the City Council considered the proposed carnival permit accepting all public comment and the written report of the Department of Community Development. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Rafael does hereby approve a carnival permit for St. Isabella School to allow a carnival to be held from October 7, 2005 to October 9, 2005, as described in letter from Monica Ellen Rizzo, dated July 16, 2005, attached as Exhibit "A," subject to the following conditions of approval: 1. No carnival games or rides shall be located within 50 feet of the rear yard fences of homes on Las Pavadas Avenue and Arias Street. 2. The portable restrooms shall be located between the main school building and the science laboratory. The Community Development Director may approve alternate locations for the restrooms, provided that they are placed towards the middle of the project site, and it can be demonstrated that the location would comply with the Fire Department's requirements for access and fire lanes, and the Health Department's requirements for distance from food preparation and service areas. 3. Prior to the commencement of the carnival, a site plan showing the location of carnival games and rides shall be submitted to the Community Development Department for review and approval. The applicant shall also demonstrate that all required permits and approvals have been obtained (i.e., Fire Department, Health Department, Alcoholic Beverage Control, etc). 4. Set up and tear down of the carnival shall not occur past 9:30 p.m. I, JEANNE M. The planned hours of operation are Spm to 10pm Friday October 8, 10am to lOpm Saturday October 9 and loam to 6pm Sunday October 10. This event is held completely on the private property of Saint Isabella. As in years past, we will be providing ample off-street parking for all event goers and professional security. The carnival will include rides from Butler Amusements, games, astro jumps, food, beer and wine. We will again be having community service and outreach attractions. Last year we had representatives from the Fire Department and the Marin Humane Society. We hope they will join us again this year. We are also hoping to have representatives from the Min County Sheriff and Marin Search and Rescue. The only complaint we received last year was regarding the placement of the portable toilets along the fence between the school and our neighbors on Las Pavadas. Unfortunately, I was unable to have them moved during the event last year. I will personally see to it that they are placed in an area as far from any of our neighbors as possible. We have received tremendous positive feedback about our carnival from our Terra Linda neighbors. They enjoy being able to walk to a safe, fun, family event in their own neighborhood. While we enjoy a modest financial success from the carnival, the real value it provides is in bringing the community together. I will be out of town between July 29 and August 20.
