HomeMy WebLinkAboutCC Resolution 11872 (Emergency Services Planning Coordinator)RESOLUTION NO. 11872 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING THE EMERGENCY SERVICES PLANNING COORDINATOR POSITION WHEREAS, the City of San Rafael is responsible for the health and safety of its residents and businesses in times of emergencies and natural disasters, and WHEREAS, the City is responsible for local emergency planning and readiness, and WHEREAS, the City deems disaster planning and readiness an essential service, necessary to fulfill our mission to the people of our community, and WHEREAS, San Rafael desires to have a permamanet position established in order to work alongside employees, volunteers and residents in carrying out our disaster preparedness plan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: 1. The City Council hereby approves the Emergency Services Planning Coordinator position, and authorizes the City Manager to begin a recruitment as soon as possible; and 2. The General Fund Budget for fiscal year 2005-2006 is hereby amended by increasing appropriations in the amount of $78,000 to reflect the cost of the Emergency Services Planning Position and related expenses for the balance of the fiscal year. Leoncini, City Clerk WAManagement services- WorkFile\Finance- Work File\Council Material\Resolutions\2005\City\emer coord reso.doc Page 1 of 1 ® 7' u LA 9,� d� City of San Rafael Job Class Specification Job Title: EMERGENCY SERVICES PLANNING COORDINATOR SUMMARY Under general direction of the City Manager and functional oversight by the Fire Department, oversees the preparation, maintenance and exercise of a City Wide emergency preparedness program that includes work with City employees and the community, and to perform related work as required. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. • Recommend emergency response goals and objectives and develop and implement an approved city emergency response plan. • Work with city departments to develop plans that contain detail about how they will accomplish emergency management assignments. • Evaluate and recommend mitigation measures for potential causes of major emergency situations such as for vegetation management and dike stability. This work requires work such as documentation, public notification, and work with GIS plotting, follow-up, enforcement and public meetings. • Recommend and develop the City Emergency Operations Center (EOC) and backup center; as well as all emergency facilities, equipment and vehicular needs. • Recommend and develop agreements and/or contracts that will facilitate rapid action during major emergency occurrences. • Coordinate city response during a major emergency under direction of the city Incident Commander. • Train City staff about the use of the National Emergency Management System (NEMS) and Incident Command System (ICS). • Conduct city wide emergency management exercises to test and evaluate emergency management plans. • Coordinate city emergency preparedness plans with other governmental agencies and the public to gain and maintain effective working relationships and communication during a major emergency occurrence; maintain a close and effective working relationship with the County of Marin Emergency Operations Center. • Develop and present emergency preparedness and response training to the public. • Develop, train and maintain a Disaster Area Response Team (DART) system within the City. • Seek and prepare application for available grants for emergency management training, facilities, equipment and vehicle needs. • Provide liaison to Federal, State and Local emergency management organizations. • Maintain knowledge of current and changing emergency management requirements and standards. • Develop and effectively work with a City Wide Emergency Management Committee. • May be required to be on-call 24 hours a day, seven (7) days a week during declared emergencies. • Perform related work as required. KNOWLEDGE OF: • Knowledge of the principles and practices of emergency response procedures, principles of disaster planning and the identification of potential hazards; the operational principles and practices of emergency radio communication. • Emergency response preparedness planning and response experience highly desirable. • Knowledge of accounting and budgeting principles and methods. • Knowledge of Federal, State emergency reporting and reimbursement procedures. • Knowledge of emergency planning and operational procedures for an Emergency Operations Center. ABILITY TO: • Ability to supervise, organize and review the work of administrative and volunteer personnel; to train staff; to interpret and explain City emergency services policies and procedures; to interpret and apply Federal, State and local laws, rules and regulations; prepare detailed emergency relief plans; analyze and evaluate new program techniques. • Ability to prepare clear and concise reports; to communicate clearly and concisely, both orally and in writing; to establish and maintain effective working relationships with those contracted in the course of work. • Ability to develop and present training programs; to reason logically and creatively and to utilize a variety of analytical techniques to solve complex emergency preparedness problems. • Ability to gain and maintain respect, confidence and cooperation of a wide variety of City employees and the public. • Ability to develop and implement emergency management exercises. • Ability to learn and retain local geography and resources as they relate to civil defense and emergency management planning and operations. EDUCATION AND/OR EXPERIENCE: • Emergency response/disaster preparedness planning experience required. • Graduation from High School • Bachelor's degree from an accredited college or university is highly desirable, particularly in Emergency Management. • Obtain and maintain a valid Class C California Drivers License at the time of employment and to maintain it throughout the tenure of employment. • Bilingual skills in Spanish highly desirable. PHYSICAL DEMANDS: Continuous upward and downward flexion of the neck. Frequent: sitting, repetitive use of hands to operate computers, printers and copiers. Walking, standing, and twisting of the neck, bending and twisting of the waist, squatting, simple grasping, reaching above and below shoulder level, and lifting and carrying of files weighing up to 40 pounds.
