A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE CITY MANAGER TO CONTINUE JOINT POWERS
AGREEMENT FOR THE BAY AREA EMPLOYEE RELATIONS SERVICE
(BAERS)
WHEREAS, the City has enjoyed the operational efficiency created by membership in the
Bay Area Employee Relations Service; and
WHEREAS, the member agencies have updated the Joint Powers Agreement related to
Consortium membership; and
WHEREAS, the City desires to continue in this relationship for the purpose of
consolidating confidential information, research, and assistance functions and services in
preparation for and use for labor negotiations and other authorized uses, in order to continue to
realize economic and operational efficiencies.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael
authorizes the City Manager, or his designee, to sign the Joint Powers Agreement, in a form to be
approved by the City Attorney.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the
City Council of said City held on Tuesday, February 17, 2004 by the following vote, to wit:
