RESOLUTION APPROVING THE 2004 EMERGENCY
OPERATIONS PLAN
BE IT RESOLVED by the Council of the City of San Rafael as follows:
WHEREAS, the City of San Rafael, as a political subdivision in the State
of California, is required under the State of California Emergency Service Act, Chapter 7,
Division 1 of Title 2 of the Government Code to have an Emergency Operations Plan to
protect its citizens in the event of a disaster; and
WHEREAS, the existing Emergency Operations Plan does not conform to
the requirements of the Emergency Services Act, necessitating the creation of the 2004
Emergency Operations Plan, which includes the Standardized Emergency Management
System and the appropriate annexes for weapons of mass destruction and terrorist threats;
and
WHEREAS, this Emergency Operations Plan is considered to be a living
document to be revised and edited as necessary as required by the Emergency Services Act
of the State of California or the Homeland Security Department of the United States of
America; and
WHEREAS, by adopting this Resolution, we are providing the citizens of
San Rafael with an Emergency Operations Plan to be in response to any disaster, be it
manmade or natural.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City
of San Rafael adopts the Resolution approving the Emergency Operations Plan as
presented.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that
the foregoing resolution was duly and regularly introduced and adopted at a regular meeting of
the Council of said City on the 15th day of March, 2004, by the following vote, to wit:

NOES: COUNCILMEMBERS: None
