HomeMy WebLinkAboutCC Resolution 11585 (Withhold Mayor & CC Compensation)RESOLUTION NO. 11585 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DIRECTING THE CITY MANAGER AND CITY FINANCE OFFICER TO WITHHOLD TEN (10%) PERCENT OF THE MONTHLY COMPENSATION OF THE MAYOR AND COUNCILMEMBERS DURING FISCAL YEAR 2004-2005 AND TO DONATE SAID FUNDS INTO THE CITY'S GENERAL FUND. WHEREAS, the City of San Rafael is currently facing a $2,200,000.00 deficit for the 2004- 2005 fiscal year as a result of the State diverting funds to back -fill its own budget short -falls, a slow economy and escalating employee benefit costs; and WHEREAS, the City Council of the City of San Rafael has taken prior action to reduce spending in the 2003-2004 fiscal year; and WHEREAS, the City Council is adopting a budget this evening that will reduce expenditures and increase revenues for the 2004-2005 fiscal year so as to balance the budget; and WHEREAS, as part of the 2004-2005 fiscal year budget, all employees in the Unrepresented Management/Mid-Management group, in the MAPE/SE1U Local 949, Association of Confidential Employees, and in the Fire Chief Officers Association will be receiving five per cent (5%) less in compensation as the result of mandatory time off for thirteen (13) days during the 2004-2005 fiscal year; and WHEREAS, the City Manager has refused to accept any performance premium or pay increase (amounting to ten per cent [10%]) for the 2004-2005 fiscal year; and WHEREAS, the City Councilmembers and the Mayor recognize the serious financial difficulties that the City faces in the coming fiscal year and they desire to acknowledge, recognize and participate with fellow employees and officers of the City in the pay reductions caused by the reductions in the 2004-2005 budget; and WHEREAS, while the Mayor and Councilmembers understand that their salaries are set by ordinance and can only be changed by ordinance, they all unanimously agree to voluntarily donate ten (10%) percent of their monthly salaries to the City's General Fund for the next fiscal year and they unanimously wish to direct City staff to implement this donation. NOW, THEREFORE, BE IT RESOLVED, that the Mayor and the City Councilmembers of the City of San Rafael direct the City Manager, the Finance Officer or other responsible staff member, to withhold a total of ten per cent (10%) from each of their monthly salaries for the entire 2004-2005 fiscal year and to donate said monies into the City's General Fund for general operating expenses.
