RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE ESTABLISHMENT OF THE SAN RAFAEL
CRITICAL FACILITIES STRATEGY COMMITTEE
WHEREAS, the City Council commissioned comprehensive studies of San Rafael's
public safety buildings and the Library in 2002; and
WHEREAS, Group 4 Architecture, Research and Planning conducted a comprehensive
analysis over the next 18 months, emphasizing seismic integrity and San Rafael's ability to
respond to emergencies and the needs of library patrons; and
WHEREAS, the reports identified significant deficiencies in each public safety facility
and in the Library and suggested strategies to address these needs; and
WHEREAS, Council decided to establish a Critical Facilities Strategy Committee,
comprised of San Rafael citizens, to review the Group 4 findings and assist with the formulation
of financially sound and politically viable strategies that will assure the ability of San Rafael's
public safety facilities and library to meet current and future needs; and
WHEREAS, a sub -committee of the City Council reviewed applications and
conducted interviews in August to identify the citizens who would serve on the Critical
Facilities Strategy Committee.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the Council does hereby
establish the San Rafael Critical Facilities Strategy Committee. The Committee is hereby
directed to review the Group 4 findings and recommend to the Council financially sound and
politically viable strategies that will assure the ability of San Rafael's public safety facilities
and library to meet current and future needs. The Committee's recommendations shall be
submitted to the City Council no later than April 18, 2005 and thereupon, the Committee
shall automatically be dissolved. The following San Rafael citizens will serve on the
Critical Facilities Strategy Committee:

I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the
foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the
City Council of said City held on Tuesday, the 7th day of September, 2004 by the following vote,
to wit:
