HomeMy WebLinkAboutCC Resolution 11691 (Appreciation Kay Noguchi)RESOLUTION NO. 11691 CITY OF SAN RAFAEL r�+Ts THIS RESOLUTION OF 11PPREEIRTliON TO Kay Noguchi WHEREAS, when Vaughn Stratford and Gail Lockman both retired in August 2004, we were lucky to have Kay Noguchi step into the abyss known as the library directorship; and WHEREAS, Kay's decisiveness, tact, statistical acumen, marketing background, and ability to schmooze, made her the logical choice for this unasked for duty (but she was not totally unprepared; for years, she has used her lunch hour as a strategic information gathering and planning session; plotting library publicity campaigns, equipment acquisition, and procedural changes, all while nibbling daintily on melon tidbits); and WHEREAS, although Kay thrives on public interaction, she stationed herself in the lower depths of the Library and began to unravel the mysteries of the library budget, the dreaded accounting system, and the State Library report; she braved the unknown - attending San Rafael city department meetings, MARINet board sessions, Friends of the Library gatherings, and architectural planning discussions; and WHEREAS, Kay sought out and sold odd pieces of library junk including a set of green styrofoam letters, a child's rocker, and various pieces of mystery artwork; and WHEREAS, Kay delegated well and initiated regular staff meetings; she developed the plans that resulted in two regrettable but successful mandatory time off periods; she built consensus amongst the staff in a time of crisis, and most importantly opened up communication between the city government and the library; and WHEREAS, Kay worked to reorganize the library's administrative space, and in so doing, integrated staff from the Literary Program more fully into the day-to-day functioning of the Library; and WHEREAS, the library staff believes that Kay's professionalism improved the library's image and resulted in much more respect for the work that we do and that we have been very lucky to have her as interim director, and we are very lucky to regain her services as a reference librarian; NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San Rafael hereby express their appreciation to Kay Noguchi for her excellent and dedicated service as Interim Library Director.
