RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE PURCHASE OF TWO FIRE ENGINES FROM KME
FIRE APPARATUS AND ONE AMBULANCE FROM LEADER
INDUSTRIES
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, The San Rafael City Vehicle Replacement Program calls for the
replacement of first line fire engines at 15 years and first line ambulances at 5 years of service;
WHEREAS, the Fire Department currently has a 1988 Seagrave Fire Engine, a 1987
Seagrave Fire Engine and a 1997 Ford/Road Rescue Ambulance in first line service;
WHEREAS, the Fire Department has determined that KME Fire Apparatus has extended
its Los Angeles County contract price and Leader Industries has extended its Southern Marin
price (with cost -of -living and component price increases);
WHEREAS, the City's Purchasing Policy (Chapter 2.55, San Rafael Municipal Code)
allows a City department to purchase equipment and supplies without compliance with bidding
requirements in circumstances where the department utilizes purchasing agreements maintained
by the state, county or other public agencies; and
WHEREAS, the Fire Department staff has reviewed the specifications and pricing from
KME Fire Apparatus and Leader Industries and has determined that both are an exceptional value
for the City of San Rafael and Fire Department staff recommends that the City purchase two fire
engines based on the Los Angeles County contract from KME Fire Apparatus and one ambulance
from Leader Industries based on the Southern Marin contract.

NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of San Rafael
hereby:
1. Finds all of the above -recited facts to be true and accurate;
2. Authorizes the San Rafael Fire Department to purchase two fire engines from
KME Fire Apparatus and one ambulance from Leader Industries;
3. Authorizes the Fire Chief to execute any and all documents necessary to complete
this purchase .

foregoing Resolution was duly and regularly introduced and adopted at a re ular meeting of the
City Council of said City held on Tuesday, the 21 st day of January, 2003 by the following vote,
to wit:

NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: Cohen and Mayor Boro
