A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL AUTHORIZING THE TEMPORARY
CLOSURE OF CITY STREETS FOR THE YOUTH IN
ARTS ITALIAN STREET PAINTING FESTIVAL 2003
ON JUNE 14-159 2003
WHEREAS, the Youth in Arts Italian Street Painting Festival 2003 necessitates the temporary closure of
city streets as specified below:
1. Fifth Avenue from B Street to Court Street on Tuesday, June 10th from 9:00 a.m. to 4:30 p.m. for
application of seal coat, and from 10:00 p.m. on Wednesday, June l lih until Monday, June 16th at 4:30
p.m.
2. Julia Street and A Street from Tuesday, June 10th at 8:00 a.m. until Monday, June 10th at 4:30 p.m.
3. In the event of rain, street closures will occur on the following week beginning on Tuesday, June 17th
4. Youth in Arts will also use the Downtown City Plaza as an Information -Sponsor area beginning on
Friday, June 13th for set up and ending Sunday evening, June 15th. No street painting will take place in
the San Rafael City Plaza.
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown
area, the above streets should be temporarily closed to through traffic for the dates and times described
above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons,
both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the
above listed streets and parking lots for the dates and times described above.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of the
City of San Rafael, held on Monday, the seventeenth day of March, 2003, by the following vote, to wit:
AYES: Councilmembers: Cohen, Heller, Miller, Phillips and Mayor Boro
NOES: Councilmembers: None
ABSENT: Councilmembers: None
