CITY OF SAN RAFAEL
PRESENTS THIS
RESOMITION DF 11PPREEIRTION
TO
KAY NOGUCHI
WHEREAS, Kay Noguchi has been active in San Rafael as a member of the North San
Rafael Vision Committee and the Vision in Action Committee. Kay also
works as a librarian for the San Rafael Library; and
WHEREAS, in May, 2000, Kay was appointed by the San Rafael City Council to the San
Rafael General Plan 2020 Steering Committee charged with preparing a
recommended draft General Plan for San Rafael; and
WHEREAS, Kay served as a representative to balance the various interests and act as a
visionary for the broader San Rafael community; and
WHEREAS, in addition to attending the Steering Committee meetings, Kay served on the
Quality of Community Life Task Group and the Document Subcommittee as
well as Steering Committee Co-chair; and
WHEREAS, Kay dedicated three years to a community planning effort to create the goals,
policies and programs of San Rafael General Plan 2020.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council hereby express
sincere appreciation and gratitude to Kay Noguchi for her substantial contributions to prepare
the draft San Rafael General Plan 2020 and for her vision for the betterment of the San Rafael
community. Small wonder that we are wont to exclaim: "We are living well in San Rafael."
