CITY OF SAN RAFAEL
PRESENTS THIS
RESOMITION DF APPRECIATION
TO
JEAN STARKWEATHER
WHEREAS, Jean Starkweather has been active in San Rafael as a resident of the Santa
Margarita Neighborhood and a member of the Coalition of North San Rafael
Residents. Jean is an outdoor enthusiast and serves on the Marin County
Parks, Open Space and Cultural Commission and is a member of the Marin
Conservation League, and
WHEREAS, In May, 2000, Jean was appointed by the San Rafael City Council to the San
Rafael General Plan 2020 Steering Committee charged with preparing a
recommended draft General Plan for San Rafael; and
WHEREAS, Jean served as a representative to balance the various interests and act as a
visionary for the broader San Rafael community; and
WHEREAS, In addition to attending the Steering Committee meetings, Jean served on the
Quality of Community Life Task Group as well as the Mapping
Subcommittee; and
WHEREAS, Jean dedicated three years to a community planning effort to create the goals,
policies and programs of San Rafael General Plan 2020.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council hereby express
sincere appreciation and gratitude to Jean Starkweather for her substantial contributions to
prepare the draft San Rafael General Plan 2020 and for her vision for the betterment of the San
Rafael community. Small wonder that we are wont to exclaim: "We are living well in San
Rafael."
