HomeMy WebLinkAboutCC Resolution 11404 (Support MMWD)RESOLUTION NO 11404 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL SUPPORTING THE PROCESS PROPOSED BY THE MARIN MUNICIPAL WATER DISTRICT TO EXPLORE THE VIABILITY OF DESALINATION AS A PARTIAL SOURCE OF MARIN COUNTY'S WATER WHEREAS, the Marin Municipal Water District (MMWD) has been evaluating the best water source for the needs of constituents, taking into consideration reliability, environmental impacts and water quality, and WHEREAS, Desalination may be the best regional solution, being the most reliable supply source particularly in drought situations and providing the best ongoing economic benefit to the county, and WHEREAS, MMWD is pursuing an alternate to the Russian/Eel River source that has been identified over the last decade to have endangered species present, water right issues, and controversy of the River diversions, and WHEREAS, MMWD is proceeding with the investigation of desalination as a supply option with methodical attention to the tough issues such as brine discharge, power consumption and marine impacts, and WHEREAS, MMWD is pursuing desalination as an option as a regional solution to many issues such as those mentioned above and with an eye to minimizing any environmental footprint of a water supply option; and WHEREAS, MMWD has demonstrated leadership over many years in cutting edge conservation programs and innovative recycled water programs, often leading the way on a state-wide band to expand uses of these alternative "water sources, " and WHEREAS, MMWD has demonstrated stewardship over the Lagunitas Creek, one of the most important streams for Coho Salmon in California, and WHEREAS, MMWD has made a concerted effort to involve the community in the process of evaluating the options, conducting numerous public workshops, a public opinion survey, meeting with numerous groups and agencies. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael, California, supports a comprehensive and thoughtful public process in evaluating the water source option of desalination considering the environmental impacts, costs and reliability. 0nKj V 01< Be It Further Resolved, that the City wishes to be involved early in the design and evaluation of any desalination facilities planned within the City of San Rafael to fully understand the visual, noise, odor and traffic impacts affecting the surrounding area, including Shoreline Park and nearby wildlife habitat.
