A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE
ESTABLISHMENT OF A PROGRAM TO PROVIDE A SEVERANCE PACKAGE TO
EMPLOYEES SUBJECT TO LAYOFF DUE TO FISCAL YEAR BUDGET ADJUSTMENTS
WHEREAS, it is determined that the City of San Rafael ("City") is faced with future
decisions regarding employee layoffs in fiscal year 2003 — 2004 and fiscal year 2004 — 2005; and
WHEREAS, the City is interested in assisting any permanent employees displaced due to
these budget decisions.
NOW THEREFORE, the City Council of the City of San Rafael does adopt for fiscal year
2003 — 2004 and fiscal year 2004 - 2005 only a severance package for displaced permanent
employees that includes:
1) A lump sum severance pay equivalent to 60 calendar days of base pay;
2) The opportunity for continuation of enrollment in the City's group health and dental
insurance program through COBRA, with the City paying the City's portion of the
monthly premiums for the first two months; and
3) The opportunity for outplacement services with a provider designated by the City, up to
a maximum of $2,000.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing
resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of
said City held on Monday, November 17, 2003 by the following vote, to wit:
