RESOLUTION OF THE SAN RAFAEL CITY COUNCIL WAIVING PAYMENT
OF FEES FOR THE ENVIRONMENTAL AND DESIGN REVIEW PERMIT APPLICATION
(EDO1-136) FOR RITTER HOUSE TO MODIFY AN APPROVED LANDSCAPE PLAN;

WHEREAS, on May 31, 2000, the San Rafael Zoning Administrator approved an
Environmental and Design Review permit for a new modular Day Service Center structure; and
WHEREAS, on November 14, 2001, Ritter House submitted a request to amend the
approved Environmental and Design Review Permit to modify the approved landscape plan; and
WHEREAS, on November 14, 2001, Bruce Jack, on behalf of the Ritter House,
submitted a letter dated November 13, 2001, requesting a fee waiver in the amount of $1,430.00
for the Environmental and Design Review Permit.
NOW, THEREFORE BE IT RESOLVED by the City Council of San Rafael that the
requirement for payment of Planning Division application fees for the Environmental and Design
Review Permit is hereby waived, with the finding that the proposed waiver is consistent with the
requirements of Resolution No. 10789 establishing policies for consideration of fee waivers in
that:
• Ritter House is a non-profit organization providing services of benefit to the general public of
San Rafael including assisting people in transition from homelessness to self-sufficiency; and
• The refund of $1,430 will not have a significant impact on General Fund revenues.
BE IT FURTHER RESOLVED that any application fees which have been paid to date for
this permit shall be refunded to the applicant.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the
Council of said City on Tuesday, the twenty second day of January, 2002, by the following vote,
to wit:
