ISABELLA'S SCHOOL TO HOLD A CARNIVAL OCTOBER 11 13, 2002, AT ONE TRINITY WAY (APN: 175-181-25 AND 27) WHEREAS, on June 11, 2002, St. Isabella's School Parent's Club submitted an application for a permit to allow a carnival to be held on the St. Isabella's Parish property at One Trinity Way October 11 — 13, 2002; and WHEREAS, consistent with the requirements of Chapter 10.44 of the San Rafael Municipal Code, a $500 deposit has been submitted to ensure that the property where the carnival is held is left in a neat, clean, healthy and sanitary condition; and WHEREAS, a courtesy notice of the City Council meeting was sent to neighboring property owners within 300 feet of the subject property; and WHEREAS, on July 1, 2002, the City Council considered the proposed carnival permit accepting all public comment and the written report of the Department of Community Development. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Rafael does hereby approve a carnival permit for St. Isabella's school to allow a carnival to be held from October 11 — 13, 2002, as described in a letter from Monica Ellen Rizzo dated June 11, 2002, attached as Exhibit "A." June 11, 2002 Kristie Richardson Principal Planner City of San Rafael PO 151560 San Rafael, CA 94915-1560 Dear Ms. Richardson, I am seeking City Council approval to hold a school carnival at Saint Isabella School, One Trinity Way, San Rafael. The carnival will be held completely on the private property of Saint Isabella Parish. The planned dates and times for the carnival are Friday October 11 from 3: 00pm to 10: 00pm, Saturday October 12 from 11: 00am to 10: 00pm and Sunday October 13 from 12:06pm to 6:06pm. EXHIBIT "A" RECEIVED JUN 12 2002 CITY OF SAN RAFAEL PLANNING Saint Isabella owns a large property just off Manuel T. Frietas Parkway. We have off-street parking for over 60 cars and the surrounding streets are wide and provide a great deal of additional parking. We anticipate that many of our carnival goers will be families who live in the neighborhood and they may be walking from their homes to Saint Isabella. We plan to have volunteers from the parish to direct parking traffic, keep fire lanes open and prevent carnival goers from parking where they should not. We also plan to hire securityfor our event. We will be contacting both local law enforcement about hiring off-duty officers and private security companies to ensure that we have ample security. Two of our school parents are San Francisco Police Officers and they will be coordinating the security staffing. 1 am enclosing the $500.00 cleaning deposit for the city to hold We do not anticipate that there will be any cleaning issues because unlike the Farmer's Markets, Classic Car Parade and Street Painting Festivals this event will be held entirely on our private property and not on city streets. The carnival will include games, food and rides sponsored by Butler Amusements. We will be selling beer, wine and soft drinks. Saint Isabella will rent both porta potties and portable hand washing stations for the event. We are not having any live entertainment.
