A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL AUTHORIZING THE TEMPORARY
CLOSURE OF CITY STREETS FOR THE SAN RAFAEL
CYCLING CLASSIC ON SATURDAY,
SEPTEMBER 14, 2002 FROM 8:30 A.M. TO 3:30 P.M.
WHEREAS, the San Rafael Cycling Classic necessitates the temporary closure of city streets as specified
below:
Streets to be closed from 8:30 a.m. to 3:30 p.m.:
1. Approve Closure of Fourth Street from Lootens to "A" St. (8:30 a.m.)
2. Approve Closure of Fourth Street to "E" Street (9:00 a.m.)
3. Approve Closure of Fifth Avenue from Court to "E" St. (9:00 a.m.)
4. Approve Closure of "A" Street from the parking entrance to 5`h Avenue (9:00 a.m.)
5. Approve Closure of `B" Street from 3rd to Mission St. (9:00 a.m.)
6. Approve Closure of "C" Street from 3rd to Mission St. (9:00 a.m.)
7. Approve Closure of "D" Street from 3rd to Fifth Avenue (9:00 a.m.)
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown
area, the above streets in the downtown area should be temporarily closed to through traffic for the dates and
times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS
FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets and parking lots for the dates and times described above.

A competitive cycling event in the streets of historic downtown San Rafael
Proud member of USACycling's National Race Calendar and USPro Tour

Introduction:
This year, the San Rafael Cycling Classic gains evens more prominence as the
Pro Cycling Tour has retained only four of the highest -level races in the country:
Philadelphia's First Union series; the New York City Cycling Championship; the
San Francisco Grand Prix and San Rafael Cycling Classic; and the Miami
season -ending race.
Once again, San Rafael is paired the day before the nearby San Francisco
Grand Prix featuring Lance Armstrong, creating one of the most important and
comprehensive weekends of high-caliber professional competitive cycling in the
country. This two-day will combination will bring significant rider, spectator and
media attendance to San Rafael.
Giving Back:
We are pleased to announce an addition to the program, whereby the San Rafael
Cycling Classic will be able to give back to the community. This year, we are
adding a Friday -night charity dinner and auction from which all proceeds will go
to a Marin -based charity—it's our privilege to support the community that
supported us in our early years.
Preliminary outline is a Pasta Feed and raffle/auction, where guests can dine
with the pro racers. Sponsors will be solicited to donate goods for raffle/auction,
food and beverage needs, matching funds, and function space.
Proceeds from dinner tickets and raffle/auction will be matched by corporate
matching grants and all proceeds will be donated in a ceremony during the races
on Saturday.
We're Listening:
The event has instituted several operational changes in response to public, city
staff and merchant input. The following changes are meant to accommodate
public needs and further integrate the event into San Rafael life with less
disruption.
Shorter Schedule:
The event is scheduled for approximately four fewer hours this year, in order to
reduce impact of city street closures.
Quicker Setup and Teardown:
More advance work and more orchestrated operations on event day will further
minimize street closure time. It is estimated that the majority of the streets will be
closed just 30 minutes before the event, and open 30 minutes after the event.
Improved Public Communication:
To compliment the yearly traffic -advisory story in the Marin IJ, SRCC will alert all
traffic reporting agencies in the Bay Area on street closures and impact; more
notices will be circulated to downtown merchants; traffic advisory information will
be placed on www.sanrafaelcyclingclassic.com and offered to
www.cityofsanrafael.org and www.downtownsanrafael.org.
More Signage:
In cooperation with the City, SRCC staff hopes to display more detour signage,
including flashing signboards before the event, to direct traffic as efficiently as
possible.
Parking and Downtown Shuttles:
SRCC staff is developing a plan to create temporary parking on the west and
east side of the closure, and offer shuttle van service to key downtown locations
for shoppers.
Increased Cross -Marketing:
www.sanrafaelcvclingclassic.com will offer a page to local merchants for a short
write-up, photo, special event -related promotions, and link to merchant website (if
applicable) to create more awareness of downtown merchants for race visitors.
SRCC staff will offer time to help develop marketing plans to leverage business
from the large captive audience for event -related promotions.

-Staging of crowd barriers along course
-Staging of haybales along course
-Portapotties delivered to Julia Street

Summary:
This proposal saves a considerable number of street closure hours compared to
2001, when six streets for the event were blocked off from 7am to 5pm.

Expo Area:
A key component of making the San Rafael Cycling Classic a successful event is
the popular expo on Fourth Street between Court Street Plaza and A Street,
immediately adjacent to the racecourse.
This expo features local businesses and national companies, including event
sponsors, exhibiting bicycle and health and fitness -related wares. In 2001, nearly
5000 square feet of expo space was utilized by more than twenty companies—
and all signs indicate 2002 will be even larger.
Given the popularity of the expo, and the need to set up and take down quickly to
minimize street closures, the San Rafael Cycling Classic has contracted with a
professional expo management company, Groundzero Sports (Colorado), to
oversee operations on event day. Groundzero Sports is highly qualified for this
event, having managed the largest cycling and health and fitness expos in the
country.
In order to push business to local restaurants, the expo features no food vendors.
Additionally, discounted rates will be extended to any local businesses that
participate in the expo. No alcohol, tobacco, or any other item not in alignment
with event themes will be exhibited or distributed.
San Rafael Cycling Classic requests permission to utilize the new Court Street
Plaza as an anchor to the expo area; it would be an attractive showcase for the
city and allow for quicker street openings following the event. It is recognized and
held in highest regard that this plaza is a new feature for the city, and shall be
treated accordingly to maintain its condition.
