HomeMy WebLinkAboutCC Resolution 11162 (Master Fee Schedule)RESOLUTION NO. 11162 RESOLUTION AMENDING THE MASTER FEE SCHEDULE TO INCREASE THE ANNUAL HOUSING INSPECTION PROGRAM FEES FOR APARTMENTS (3 OR MORE UNITS) AND HOTEL/MOTEL ROOMS WHEREAS, the City Council adopted Chapter 12.42 of the San Rafael Municipal Code to provide for a periodic housing inspection program for apartments and hotels; and WHEREAS, Section 12.42.100 of the San Rafael Municipal Code provides that the City Council may establish, by Resolution, annual housing inspection program fees to cover the City's reasonable administrative costs and expenses of the periodic housing inspection program for apartments and hotels; and WHEREAS, the Community Development Department has identified the costs of the Senior Code Enforcement Officer which is assigned full time to the apartment and hotel inspection program and whose costs were not previously included in the inspection fees established by Resolution 10877 adopted in July 2001, and which documentation is available for public review pursuant to Section 3.34.060 of the San Rafael Municipal Code; and WHEREAS, the Community Development Department has proposed an amendment of the Master Fee Schedule adopted by City Council Resolution 10877 on July 2, 2001 to incorporate these additional program costs for apartment and hotel inspections; and WHEREAS, the City Council finds that the proposed annual housing inspection program fees for apartments and hotels are necessary and do not exceed the City's reasonable costs of providing said services; and WHEREAS, the City Council finds that adoption of this Resolution modifying housing inspection program fees for apartments and hotels is exempt from the California Environmental Quality Act (CEQA), pursuant to Public Resources Section 21080(b)(8), as the establishment and modification of charges by a public agency to meet operating expenses. NOW THEREFORE, BE IT RESOLVED that the City's Master Fee Schedule, approved by Resolution No. 10522 and amended by Resolution No. 10877, is further amended to revise Item 15 of Table 1, as set forth in Exhibit "A", to increase the annual housing inspection program fees for apartments (3 or more units) and hotel/motel rooms.
