A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL APPROVING THE REORGANIZATION OF THE CITY
MANAGER'S DEPARTMENT.
WHEREAS, the mission of the City Manager's Office is "To advise the City Council on
policy matters and manage the operations of the City of San Rafael with economy, efficiency,
equity, and effectiveness"; and
WHEREAS, the recent vacancy in the Assistant to the City Manager position has allowed
staff to re-examine the roles and responsibilities in the City Manager's Department to better
implement the mission; and
WHEREAS, this re-examination has led staff to recommend that the Assistant to the City
Manager position be filled at the same level and title; and
WHEREAS, other administrative improvements should be made such as shifting the Print
Shop to Information Technology; and
WHEREAS, staff additionally recommends a new title of Deputy City Manager, that would
be filled by reclassifying the Economic Development Director position, to oversee economic
development, redevelopment, public affairs, communications, legislative issues, public outreach
initiatives, fundraising/financial development, real property management, Franchise Agreement
management, and special projects of city-wide importance; and
WHEREAS, the goal of these changes is to strategically shift responsibilities to allow the
organization to function better and take on new challenges, while not increasing the number of
staff or having a significant impact on the budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES RESOLVE,
DETERMINE AND ORDER that the City Manager's Department will be reorganized in the
manner described above.
I, Jeanne M. Leoncini, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of the City of San Rafael, held on Monday, the 7 of May, 2007, by the following vote, to
wit:
AYES: Councilmembers: Cohen, Heller, Miller and Mayor Boro
NOES: Councilmembers: None
ABSENT: Councilmembers: Phillips
