HomeMy WebLinkAboutCC Resolution 12239 (Automated Red Light Photo Enforcement)RESOLUTION NO. 12239 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE CITY MANAGER TO PUBLISH A REQUEST FOR PROPOSAL FOR AN AUTOMATED RED LIGHT PHOTO ENFORCEMENT SYSTEM AND SELECT THE MOST RESPONSIVE AND QUALIFIED PROPOSAL BY USE OF COMPETITIVE NEGOTIATION. Whereas, the purchase of an automated red light photo enforcement system would enhance public safety by assisting in reducing red light violations, traffic accidents and increase public awareness of red light violations which contribute to injuries; and Whereas, the purchase of such systems would assist the San Rafael Police Department in enforcement of red light violations, consistent with departmental goals of proactively seeking innovative ways to address public concerns about traffic issues; and Whereas, acquisition and implementation of an automated red light photo enforcement system requires a competitive purchasing process and the evaluation of sealed bids is not practical for such complex systems; and, Whereas, the San Rafael Municipal Code, section 2.55.190, allows the City Council to authorize the City Manager to purchase equipment or services by use of competitive negotiation. NOW, THEREFORE, IT IS HEREBY ORDERED AND RESOLVED that the City Manager is authorized to publish a Request for Proposal for an automated red light photo enforcement system and select the most responsive and qualified proposal by use of competitive negotiation pursuant to San Rafael Municipal Code Sections 2.55.190 and 2.55.200. I, JEANNE M.
