SUBJECT: RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF PORTIONS
OF CITY STREETS FOR THE SEASONAL DOWNTOWN SAN RAFAEL MARKET ON
THURSDAY EVENINGS FROM APRIL 7TH, 2016 THROUGH SEPTEMBER 29TH, 2016,5:00
P.M. TO 10:00 P.M.
RECOMMENDATION: Adopt resolution.
BACKGROUND: This will be the Downtown San Rafael Market's twenty-seventh year. Next
Generation Events, managed by Monique Anderson, was granted a three-year seasonal
contract operating from April 2014 through September 2016 pursuant to City Council Resolution
No. 13640 adopted on November 18, 2013. The 2016 season is the final year of the three year
contract and a new contract will be put in place for 2017.
The market consistently brings thousands of residents and visitors into our downtown each
Thursday night providing unique food, entertainment, as well as a multitude of shopping
experiences.
Next Generation Events continues to work with the Downtown Business Improvement District to
encourage BID members to participate in the market. This partnership has been successful and
the number of BID participants has been steadily increasing. The Downtown Market also
supports small business and social entrepreneurial venues in partnership with our Sustainability
Program and the Downtown Streets Team.
ANALYSIS: During the 2016 season the Market will continue with its modified traditional
footprint to begin at Looten's Place instead of Lincoln Ave or Cijos Street in order to create a
more intimate and functional layout. This layout provides less traffic impact on the core of the
Downtown and also provides a more pedestrian friendly environment.
Staff is recommending that the City Council approve the closure of Fourth Street from Cijos
Street to B Street; "A" Street between Fifth Avenue and the entry to the Parking structure;
Lootens Place between Fifth Avenue and Commercial Place; and Cijos Street from Fourth to
Commercial from 5:00 p.m. to 10:00 p.m.

The Market will normally only operate down to Looten's Place for the majority season (one block
less than requested). Most or all markets will not go beyond Looten's Place except as needed
due to construction or other factors. City Staff will work with Next Generation Events to ensure
any changes are diligently planned and stay within the boundaries of all City expectations.
FISCAL IMPACT The Downtown San Rafael Market requires support from Police and City
Event Operations staff. The City agreed to fund the Police overtime costs pursuant to
Resolution #13290 adopted on January 17, 2012.
ACTION REQUIRED: Approve resolution authorizing the proposed street closures.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Approve Resolution
2. Adopt resolution with modifications.
3. Direct staff to return with more information.
4. Take no action.

EVENINGS FROM APRIL 7TH, 2016 THROUGH SEPTEMBER

WHEREAS, the seasonal Downtown San Rafael Market occurs on Thursday evenings
from April through September each year. The 2016 Market will run from April 7t1i, 2016 through
September 29th, 2016 on Fourth Street from Cijos Street to B Street; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has
determined and recommended that, in the interest of the safety and welfare of pedestrian and auto
traffic in the Downtown area, the below streets should be temporarily closed to through traffic for
the times shown below.
1. Fourth Street from "B" Street to Cijos Street from 5:00 p.m. to 10:00 p.m.
2. "A" Street between Fifth Avenue and the entry to the Parking structure, Lootens Place
between Fifth Avenue and Commercial Place, and Cijos Street from Fourth to Commercial
from 5:00 p.m. to 10:00 p.m.
NOW, THEREFORE, BE IT RESOLVED:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed streets for the dates and times
described above.
