TOPIC: STORM DRAIN REPLACEMENT ON LINCOLN AVENUE
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL 1)
ESTABLISHING A NEW CAPITAL PROJECT ENTITLED "STORM DRAIN
REPLACEMENT ON LINCOLN AVENUE"; 2) APPROPRIATING $200,000 OF GAS TAX
FUNDS INTO THE CAPITAL IMPROVEMENT PLAN, AND 3) AUTHORIZING THE CITY
MANAGER TO EXPEND UP TO $200,000 OF GAS TAX FUNDS TO REPLACE THREE
DETERIORATED STORM DRAINS AS PART OF A SAN RAFAEL SANITATION DISTRICT
PROJECT ALONG LINCOLN AVENUE.
RECOMMENDATION: Adopt resolution
BACKGROUND: The San Rafael Sanitation District (District) will be reconstructing a major sewer
line in Lincoln Avenue in July 2016. The alignment of the new sewer line crosses under three City
storm drains which will be impacted by the construction. A recent inspection of the three storm drains
determined that the facilities are made of corrugated metal pipe, are in poor condition and need to be
rehabilitated or replaced. Staff recommends that the City should utilize the opportunity presented by the
District's project to replace the three facilities at this time. The estimated cost of replacement is
$200,000.
DISCUSSION / ANALYSIS: Corrugated metal was a popular material choice for storm drains in the
1960's given its low cost and ease of construction. However because of the pipe's roughness the bottom
of the pipes have a propensity to retain rainwater and rust out. When the pipes rust out, the pipes lose
strength, and the roadway above will over time experience settlement. In extreme cases a sinkhole could
occur. It is important to note that the roadway above the three facilities on Lincoln Avenue does not
show any signs of settlement, and may not for several years. However, given the condition of the pipe,
and the number of cars that utilize Lincoln Avenue each day, staff believes that the opportunity

presented by the District's construction project allows the City to replace the three facilities in a cost
effective and strategic manner.
Staff is working with the District to modify their construction contract documents to include bid items to
replace the three storm drains prior to bid opening. Establishing unit prices for pipe replacements will
mean the City will obtain a competitive price for pipe replacement, rather than having to negotiate a
change order once the project is awarded.
FISCAL IMPACT: The estimated cost for to replace the three storm drains is $200,000. Funding is
available in the Gas Tax Fund. The estimated June 30, 2016 ending fund balance in the Gas Tax Fund is
$1,300,000.
OPTIONS: Do not adopt the resolution and do not replace the three storm drains. However, staff is
concerned that the three storm drains may be damaged by construction activities and will need to be
replaced. If this occurs, the replacement costs would have to be negotiated with the contractor as a
contract change order, and would likely not be competitive.
RECOMMENDED ACTION:
Staff recommends that the City Council adopt the resolution establishing a new Capital Project entitled
"Storm Drain Replacement in Lincoln Avenue"; 2) Appropriating $200,000 of Gas Tax Funds into the
Capital Improvement Plan, and 3) Authorizing the City Manager to expend up to $200,000 of Gas Tax
Funds to replace three storm drains facilities as part of a San Rafael Sanitation District project along
Lincoln Avenue.

WHEREAS, the San Rafael Sanitation District will be reconstructing a major sewer line

WHEREAS, the storm drains are made of corrugated metal pipe and in poor condition
and need to be rehabilitated or replaced; and
WHEREAS, the estimated cost of replacement is $200,000.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
RESOLVES as follows:
1. To establish a new Capital Project entitled "Storm Drain Replacement in Lincoln
Avenue".
2. To appropriate $200,000 of Gas Tax Funds into the Capital Improvement Plan.
3. To authorize the City Manager to expend up to $200,000 of Gas Tax Funds to replace
three deteriorated storm drains as part of a San Rafael Sanitation District project along
Lincoln Avenue.
