SUBJECT: ADOPT RESOLUTION APPROVING THE FOLLOWING PERSONNEL ACTIONS:
REINSTATE THE CLASSIFICATION OF DIRECTOR OF ECONOMIC DEVELOPMENT
AND RENAME DIRECTOR OF ECONOMIC DEVELOPMENT AND INNOVATION;
ELIMINATE ECONOMIC DEVELOPMENT MANAGER CLASSIFICATION
RECOMMENDATION:
Adopt Resolution.
BACKGROUND:
Due to the retirement of the City's Economic Development Manager, the City has a management level
vacancy. This position plays a key role in maintaining and growing the City's tax base and is integral to
the high quality of life enjoyed in San Rafael.
Economic Vitality is a longstanding and key goal for the City Council with strategies to sustain a vibrant
Downtown and other business areas and facilitate affordable housing opportunities.
Previously, the City had an Economic Development Director position for many years. This position was
reclassified to a Manager position in January, 2012. Currently, Economic Development is a division of
the City Manager's Office and the position reports to the City Manager.
The current Economic Development Manager position oversees an Economic Development
Coordinator, Events Coordinator and Administrative Assistant. The division works to improve the
business environment in San Rafael through assisting with business location questions, permit process
issues, real estate investment needs, or other business assistance. The division also provides real
estate project planning, administers the City's affordable housing program, and oversees special event
coordination throughout the City.
The position plays a key role as liaison to the City Council's Subcommittee on Economic Development.
In addition, this position maintains strong relationships with the Chamber of Commerce, Downtown
Business Improvement District and the business community at -large.

ANALYSIS:
Economic development is a dynamic factor in any community. Partly due to Proposition 13, California
cities are highly reliant on stable business communities, especially sales tax generators. In addition to
this, San Rafael's quality of life is arguably centered on its commercial districts and strong
neighborhoods.
Several cities in California are combining traditional economic development director roles with chief
innovation officer roles. This emerging trend seeks to foster and develop sustainable innovation,
business growth and modernization, as well as both external (the business community) and internal
(city departments) culture change where innovation and new ideas are encouraged and tested. This
new role is highly community oriented, sharing city data and information as well as seeking input on city
operations and projects to create better community outcomes. Measures of success include lowering
costs, increasing revenue, and improving quality of life.
The City Council's recent focus on community engagement and transparency dovetails well with this
trend in merging both economic development and innovation. A new Director role with a focus on both
would help achieve City Council goals related to both economic vitality as well as increased
engagement with the business and resident community.
Economic development is also affected by trends related to the Internet and how these types of sales
impact traditional brick and mortar establishments. In addition, trends related to car ownership, a
growing service industry, housing costs, and infrastructure all impact San Rafael's economic stability
and vitality.
San Rafael is positioned well for economic development opportunities. This will be enhanced by the
imminent commencement of SMART commuter rail service at the end of this calendar year. In
addition, continued and fast growth at BioMarin, EO Products, and other companies speaks to San
Rafael as a destination for innovative companies.
FISCAL IMPACT:
The current salary for the Economic Development Manager is $10,634. The proposed salary range for
the Director of Economic Development and Innovation is $10,906 to $13,256 monthly.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Approve the Resolution to implement the above recommendation.
2. Adopt the resolution with modifications.
3. Direct staff to return with more information.
4. Take no action.
RECOMMENDED ACTION:
Adopt Resolution to reinstate the classification of Director of Economic Development and rename
Director of Economic Development and Innovation; and to eliminate the Economic Development
Manager classification. Draft job description is attached.

A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING THE
FOLLOWING PERSONNEL ACTIONS: REINSTATE THE CLASSIFICATION OF
DIRECTOR OF ECONOMIC DEVELOPMENT AND RENAME DIRECTOR OF
ECONOMIC DEVELOPMENT AND INNOVATION; ELIMINATE THE ECONOMIC
DEVELOPMENT MANAGER POSITION
WHEREAS, a vacancy in the Economic Development Manager position formed the
basis for a review and restructuring of the existing positions; and
WHEREAS, a higher level Director of Economic Development and Innovation
classification is appropriate given the need for an increased focus on economic vitality,
innovation, community engagement, and transparency; and
WHEREAS, the cost of the proposed higher level classification can be accommodated in
the current budget.
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby approves the
following personnel actions:
1. Reinstate the classification of Director of Economic Development and rename
Director of Economic Development and Innovation, with a salary range of
$10,906 to $13,256 monthly.
2. Eliminate the Economic Development Manager classification.

Job Title: Director of Economic Development and Innovation
SUMMARY:
Directs economic development program including responsibility for developing and pursuing new
revenue -generating business relationships with targeted firms, identifying and securing additional
business opportunities among existing clients, and fostering relationships with both. The incumbent will
develop, implement, and coordinate the potential for sustainable innovation by defining
community/region-wide opportunities and ideas; evaluate, develop and present comprehensive
programs to secure business growth and modernization in San Rafael; and provide economic
development support from concept through completion. The position will attract and retain private -
sector business interests in the City, utilizing fluency in information and/or communications technology
and create an internal culture, climate and environment that is needed for innovation and removing
barriers both real and perceived that hinder innovative growth.
The position will team effectively with other City staff and community partners. This is a single position
classification at the department director level. The position is appointed by and reports directly to the
City Manager and is a member of the City's Executive Management Team.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
This list is meant to be representative, not exhaustive. Some incumbents may not perform all the duties
listed while in other cases related duties may also be assigned.
• Plan, organize and implement programs supporting City Council goals related to economic vitality.
• Market, recruit and help retain businesses to sustain economic diversity and growth; formulate and
plan development projects and business attraction and retention strategies.
• Establish and maintain outreach, communication and cooperative relationships with business
leaders, potential developers, organizations, private, public and non-profit agencies, educational
institutions, business and community groups, and the general public to promote and coordinate
economic vitality and innovation.
• Develop and implement City's affordable housing program; work with regional partners to enhance
workforce housing efforts and opportunities.
• Define business and marketing strategies according to the regional climate and market and
establish and grow key relationships with new and existing customers.
• Develop and pursue new revenue -generating business relationships at targeted firms/entities, as
well as continually identify and secure additional business opportunities within San Rafael through
prospecting and networking.
• Conduct research and provide information services on matters of economic health, property tax
issues, and economic and real estate trends.
• As assigned, serves as staff support to City Council subcommittees and appointed groups and
other community or business advisory boards. Liaison with the Chamber of Commerce, Downtown
Business Improvement District and other professional organizations.
• Work with City departments to develop a mutual approach to promote economic vitality and
business/resident interests; provides information/data to improve communication and innovation.
• Prepare and implements budgets including capital improvements and administrative projects.
• Oversee special events program and administration.
• Provide information, resolve issues, and plan and coordinate programs and activities.
• Facilitate development agreements, leases, and other contracts.
• Direct the work of professional and support staff.

EDUCATION and/or EXPERIENCE:

planning, urban planning, or closely related field. Five years of progressively responsible experience in
economic and business development including at least two years in a management capacity. A
Master's Degree is preferred.
Valid driver's license and satisfactory driving record.
