SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING TEMPORARY CLOSURE OF DOWNTOWN CITY STREETS;
FOURTH STREET FROM CIJOS TO A STREET AND LOOTENS PLACE FROM
CITY PARKING STRUCTURE ENTRY TO FIFTH AVENUE TO ACCOMMODATE
THE GREAT AMERICAN BLUES & BARBEQUE FESTIVAL EVENT ON SUNDAY,
JULY 10, 2016 FROM 6:30 A.M. - 9:00 P.M.
RECOMMENDATION: Adopt Resolution
BACKGROUND: The City of San Rafael has hosted numerous Blues and Barbeque events for
over thirty years. The current event organizer, Steve Bajor, Team PRO Event Inc., re -designed
the event in 2006 as `The Great American Blues & Barbeque' to become a professional blues
music event and national barbeque competition. In 2016, this event will continue to feature high
quality, unique barbequed foods, beer sampling and a high quality musical line-up including
name Blues recording artists. TeamPro Event applied for and received funding from the Target
fund to support this event.
ANALYSIS: The Great American Blues & Barbeque is a celebration of American roots music
featuring Bay Area blues artists and American traditional barbequed food. The event will feature
a professionally sanctioned BBQ competition. The BBQ competition is a destination contest for
many professional BBQ'ers from all over the United States. Guests at the festival will also enjoy
tasting beers from unique local breweries. The music stage will feature a day long line up of
professional Blues Artists. This year's music will honor B. B. King. There will also be an
exhibitor market with a variety of crafts, merchandise and information.
Staff is recommending the following streets be closed from 6:30am to 9:00pm on Sunday, July
10t', 2016 for event set up and teardown:
1. Fourth Street from Cijos Street to A Street
2. Lootens Place from City parking structure entry to Fifth Avenue

This closure will be coordinated with the Police and Fire Departments, the Downtown merchants
and the Public Works Department.
FISCAL IMPACT: There is no fiscal impact as all direct City costs are paid for by the event
producer.
OPTIONS:
• Adopt Resolution as presented
• Direct staff to make changes to the Resolution
• Do not approve the Resolution

TO FIFTH AVENUE TO ACCOMMODATE THE GREAT AMERICAN BLUES & BARBEQUE
FESTIVAL EVENT ON SUNDAY, JULY 10, 2016 FROM 6:30 A.M. - 9:00 P.M.
WHEREAS, the Great American Blues & Barbeque Festival will occur in Downtown San Rafael on July
10th, 2016; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown
area, the streets shown below should be temporarily closed to through traffic for the date and times as
specified below:
STREET CLOSURES:
Streets to be closed on July 10th, 2016 from 6:30am to 9:00pm:
1. Fourth Street from Cijos Street to A Street
2. Lootens Place from City parking structure entry to Fifth Avenue
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY
RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.

was duly and regularly introduced and adopted at a regular meeting of the City Council of the City of San
Rafael, held on Monday, the eighteenth day of April, 2016, by the following vote, to wit:
