HomeMy WebLinkAboutED Italian St. Painting 2016City of Agenda Item No: 3.g Meeting Date: April 18, 2016 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Economic Development Prepared by: Brian Auger, Events Coordinator City Manager Approval: TOPIC: Annual Italian Street Painting Marin Event SUBJECT: RESOLUTION AUTHORIZING STREET CLOSURES; JULIA STREET, A STREET FROM FIFTH AVENUE TO FOURTH STREET, FIFTH AVENUE FROM B STREET TO COURT STREET FOR ITALIAN STREET PAINTING MARIN FROM 8:00 AM JUNE 22ND THROUGH 4:00 PM JUNE 27TH' 2016 RECOMMENDATION: Adopt Resolution BACKGROUND: This year Italian Street Painting celebrates its twentieth year as a legacy event in San Rafael. This unique and popular event was originally the flagship event of the Downtown Youth in Arts organization. Youth in Arts withdrew from the event in 2011 due to the financial and operational difficulties of producing the event. In 2013 the originators of the event, Sue and Joe Carlomagno restored the event as "Italian Street Painting Marin" and aligned it with a new non-profit in support of the arts. Each year the Italian Street Painting Marin non-profit makes significant grants to several local arts organizations. DISCUSSION: Italian Street Painting Marin provides local and international chalk artists a street canvas to create temporary art works which attendees can watch as they are created. The event also features a children's art section which introduces children and families to `chalk art'. In addition to the chalk art activities, there is also a main stage featuring local musicians as well as international food vendors. The event requests an admission/donation fee to view the artwork (Sat. $5 / Sun. $10). This fee helps augment the event income needed to produce the event and ensures the continued success of this unique event. The Italian Street Painting Marin event traditionally requires closing Fifth Avenue, Julia and A Street starting on Wednesday to prepare the street with a slurry seal resurfacing (donated by a South Bay paving contractor) and allow the event production and artists to begin by Thursday. This start time ensures that the artwork can be completed on or before Sunday for full viewing by the public. The San Rafael Police Department, the Public Works Street Department and City Event Staff have created a modified traffic plan to minimize the road closures impact on traffic and pedestrian access. City Staff and the Police Department work closely with the event producers to ensure that the public has advance notification of the parking and traffic changes. Public Works restores the street markings and the crosswalks on the newly resurfaced roads on the Monday following the event, in time for the evening commute. Historically these closures have not caused severe impacts on Downtown traffic patterns. FISCAL IMPACT: The City will provide some in-kind services such as two electronic message boards, `No Parking' signage, and event coordination and planning. With the loss of Redevelopment Agency funding, all events have been required to pay for any overtime costs incurred by Police, Public Works, and the Fire departments. Italian Street Painting Marin received an allocation of funds from the Target Settlement Agreement, which defrays the cost of any overtime costs incurred by the City of San Rafael. OPTIONS: 1) Adopt Resolution as presented 2) Direct staff to amend the Resolution 3) Do not approve Resolution RECOMMENDED ACTION: Adopt the Resolution authorizing the requested street closures for Italian Street Painting Marin. Streets to be closed Wednesday, June 22nd, 8:00 a.m. through Monday, June 27th to 4:00 p.m. 1. Julia Street * Tenant access to parking lots on Julia Street will be available throughout the event. 2. A Street, from Fifth Avenue to Fourth Street Streets to be closed Wednesday, June 22nd, 9:00 a.m. through Monday, June 27th to 4:00 p.m. 1. Fifth Avenue from B to Court Street City Plaza will be available as an event Sponsor, Information or Demonstration area beginning Friday, June 24th, 2016 for set up and ending Sunday evening, June 26th, 2016. No actual street painting will take place in the San Rafael City Plaza. Public access to businesses will be maintained during event hours. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
