SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING CLOSURE OF DOWNTOWN CITY STREETS; FOURTH STREET FROM
LOOTENS TO D STREET, FIFTH AVENUE FROM COURT TO D STREET, A AND C
STREETS FROM THIRD STREET TO MISSION AVENUE, B AND D STREETS FROM THIRD
STREET TO FIFTH AVENUE FOR THE 18TH ANNUAL SAN RAFAEL SUNSET CRITERIUM
ON SATURDAY, JULY 30TH, 2016 FROM 11:00 AM TO 10:00 PM
RECOMMENDATION: Adopt the Resolution authorizing the temporary street closures.
BACKGROUND: This will be the 18th year for the San Rafael Downtown Bike Race - the race is
newly re -titled as the San Rafael Sunset Criterium & 1 Mile Run. Mike's Bikes, a local
downtown business for over 50 years, took over as the event producer in 2015 when there was
a possibility that the race might not continue. Mike's Bikes stepped up to keep the event going
and save this special flagship of San Rafael downtown events. This year's event will feature four
races, a race expo area, the popular Kid's Race, and a new 1 Mile Run to expand the field of
interest. The pro races for men and women are expected to attract full fields from top
professional teams in the country and a few international teams. The race is sponsored by
Toyota and it is part of the USA Criterium National series which gets worldwide coverage. This
cycling event draws over 5,000 spectators each year to San Rafael from northern California and
beyond. This event is renowned among cycling fans as one of the most exciting races and
uniquely beautiful settings on the West Coast. It is the only Criterium in the North Bay thereby
showcasing Downtown San Rafael as a hub of Bay Area sporting events. There also will be a
locally sponsored "Beer Garden" which provides income to support the event.
NON-PROFIT: The event will benefit the Mike's Bike Foundation and their Africa Project which
collects donated bikes around the Bay Area and distributes them throughout Africa. Since
2008, more than 16,000 bicycles have been distributed to African communities.
ANALYSIS: The majority of the races are in the mid to late afternoon and early evening. The
later start time allows businesses several hours of operation before racing begins to reduce the
street closure impact on merchants. Prior to the event becoming a Twilight Race, Fourth Street

had been closed down the entire day. The race is scheduled to end by approximately 9:30 p.m.
and streets should be re -opened within roughly thirty minutes.
COMMUNICATION, OUTREACH & MARKETING: Mike's Bikes will promote the race through
its business and marketing team using their extensive regional media contacts. Mike's Bikes will
be working with the BID to give Downtown businesses opportunities to promote their businesses
at the event.
The event will be coordinated with the Police, Fire and Public Works Departments. At the
request of City Staff, the promoter will be making special notifications to: St. Raphael's Church,
the Rafael Film Center, Amicis' Pizza, Cushman/Wakefield (managers of 1000 Fourth Street),
Monahan/Parker Properties, and the Rafael Town Center.
FISCAL IMPACT: Pursuant to the current City policy, Police and Public Works costs will be
reimbursed by the event unless otherwise directed by City Council or the City Manager. It is
anticipated that the minor loss of revenue from the meters in the one block closure will be made
up by a boost of garage visits.

WHEREAS, the San Rafael Sunset Criterium will occur in Downtown San Rafael on July 30th, 2016; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown
area, the streets shown below should be temporarily closed to through traffic for the date and times as
specified below:
STREET CLOSURES: Streets to be closed, Saturday, July 30th, 2016 for times shown below:
11:00 a.m. to 10:00 p.m.
1. Fourth Street from Lootens Place to `B" Street
2. "B" Street from Fourth Street to Fifth Ave.
3. "C" Street from Third Street to Mission Avenue
11:30 a.m. to 10:00 p.m.
1. Fourth Street from "B" Street to "D" Street
2. "A" Street from Third Street to Mission Avenue
3. `B" Street from Third Street to Fourth St. and Fifth Avenue to Mission Avenue
4. "D" Street from Third Street to Fifth Avenue
12:00 p.m. to 10:00 p.m.
1. Fifth Avenue from Court Street to "D" Street
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY
RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.
