following posting of the agenda. Comments may be no longer than two minutes and should be

CONSENT CALENDAR:
The opportunity for public comment on consent calendar items will occur prior to the City Council’s
vote on the Consent Calendar. The City Council may approve the entire consent calendar with one
action. In the alternative, items on the Consent Calendar may be removed by any City Council or
staff member, for separate discussion and vote.

a. Approval of Minutes of Regular City Council / Successor Agency Meetings of April 18 and

b. Resolution of Appreciation to Equator Coffees and Teas for Winning “Small Business Person
of the Year” from the Small Business Administration (ED)

c. Resolution Authorizing Street Closures for the Bay Area Color Dash, July 4th 2016, from
5:00 A.M. – 12 Noon; on Fourth Street from Cijos Street to E Street and on Various
Surrounding Downtown Streets (ED)

d. Resolution Authorizing Street Closures for the 2016 Great Race Start Celebration on
Saturday, June 18th, 2016 from 8:00 A.M. – 12 Noon on Fourth Street from Lootens Place to
Hetherton Street, and Cijos Street, As Needed (ED)

e. Second Reading and Final Adoption of Ordinance No. 1940 – An Ordinance of the City
Council of the City of San Rafael Continuing the Paramedic Tax Rates, Commencing with
Fiscal Year 2016-2017, at the Rates Established in Ordinance No. 1911 for Residential and
Non-Residential Properties in the City of San Rafael County Service Area No. 13, and
County Service Area No. 19. ($89.00 for Residential and $0.12 per Square Foot for Non-
Residential Properties), and for Residential and Non-Residential Properties in the Marinwood
Community Services District ($85.00 for Residential And $0.11 per Square Foot for Non-
Residential Properties) (Fin)

f. Resolution Authorizing the City Manager to Execute Agreements to Allow the San Rafael
Fire Department to Participate in an Intergovernmental Transfer with the California
Department of Health Care Services (DHCS) in Order to Increase the Department’s
Reimbursement for EMS Ambulance Transport Services Provided to County Health Plan
(Partnership Health Plan) Members for FY 2014-2015 (FD)

g. Resolution to Authorize the City Manager to Enter into a New Professional Services
Agreement with Darren D. Jimenez, an Individual, DBA The Phoenix Group, Effective June
1, 2016, for Information Technology Project Management and Network Security
Coordination Services, and to Terminate the Current Agreement with The Phoenix Group
Effective May 31, 2016 (MS)
