is a true and correct copy of an Ordinance of said City and was introduced at a REGULAR
meeting of the City Council of the City of San Rafael, held on the 7th day of August, 2000, a
SUMMARY of Ordinance No. 1754 was published as required by City Charter in the MARIN
INDEPENDENT JOURNAL, a newspaper published in the City of San Rafael, and passed and
adopted as an Ordinance of said City at a REGULAR meeting of the City Council of said City

AN ORDINANCE OF THE CITY OF SAN RAFAEL AMENDING THE
ZONING MAP OF THE CITY OF SAN RAFAEL CALIFORNIA,
ADOPTED BY REFERENCE, BY SECTION 14.01.020 OF THE
MUNICIPAL CODE OF SAN RAFAEL, CALIFORNIA, SO AS TO
RECLASSIFY CERTAIN REAL PROPERTY FROM PD (PLANNED DEVELOPMENT
ORDINANCE 1721) DISTRICT TO PD (PLANNED DEVELOPMENT) DISTRICT FOR THE
SAN RAFAEL CORPORATE CENTER MASTER PLAN (FORMERLY FAIR, ISAAC
OFFICE PARK MASTER PLAN)
(RE: ZC-97-2B, SECOND STREET, LINDARO STREET,
AND LINCOLN AVENUE; AP NOS. 13-012-28 [PTN.], 13-021-19 AND 13-021-42)
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES ORDAIN AS FOLLOWS:
DIVISION 1. The Zoning Map of the City of San Rafael, California, adopted by
reference by Section 14.01.020 of the Municipal Code is amended by reclassifying the following
real property from PD (Planned Development Ordinance No. 1721) District to PD (Planned
Development Ordinance No. 1754) District. Said property so classified is located on Second
Street, Lindaro Street and Lincoln Avenue, San Rafael, as shown on County Assessor's Parcel
Numbers 13-012-28 (ptn.), 13-021-19 and 13-021-42, per legal description attached as Exhibit
«B„
DIVISION 2. Any development of this property shall be subject to the conditions
outlined in Exhibit "A", San Rafael Corporate Center Master Plan (formerly Fair, Isaac Office
Park Master Plan), which is attached hereto and made a part hereof.
DIVISION 3. If any section, subsection, sentence, clause, or phrase of this ordinance is
for any reason held to be invalid, such decision shall not affect the validity of the remaining
portions of this Ordinance. The Council hereby declares that it would have adopted the
Ordinance and each section, subsection, sentence, clause or phrase hereto, irrespective of the fact
that any one or more section, subsection, sentence, clause or phrase be declared invalid.
DIVISION 4. Publication. A summary of this ordinance shall be published and a
certified copy of the full text of this ordinance shall be posted in the office of the City Clerk at
least five (5) days prior to the Council meeting at which it is adopted. This ordinance shall be in
full force and effect thirty (30) days after its passage, and the summary of this ordinance shall be
published within fifteen (15) days after its adoption, together with the names of the
Councilmembers voting for and against the same, in a newspaper of general circulation,
published and circulated in the City of San Rafael, County of Marin, State of California. Within
fifteen (15) days after adoption of the ordinance, the City Clerk shall also post, in the office of
the City Clerk, a certified copy of the full text of the Ordinance along with the names of the
Councilmembers voting for and against this ordinance.

San Rafael Corporate Center Master Plan
(Formerly Ordinance 1721, Fair, Isaac Office Park Master Plan)
(ZC-97-2b)
INTENT
The San Rafael Corporate Center (formerly Fair, Isaac Office Park) Master Plan is based on the
plans (Development Plan) presented and approved for the Environmental and Design Review
Permit (ED -97-24), Use Permit (UP -97-10 and UP 97-1 Ob) and Tentative Map (TS -97-1),
approved by the City Council on Tuesday, February 17, 1998 and on Monday, August 7, 2000.
LAND USES
This office park permits a maximum of 406,000 square feet of administrative and general office
use. Medical office use is not permitted. Uses incidental to the administrative and general office
use shall be permitted, as determined to be appropriate by the Community Development
Director. Requirements and conditions for all uses in the office park shall be consistent with the
Use Permit (UP -97-10 and UP 97-1 Ob).
DEVELOPMENT STANDARDS
The following standards shall apply to all development of the San Rafael Corporate Center
(formerly Fair, Isaac Office Park):
1. Maximum floor area ratio:
Per Development Plan approved under the office
park Use Permit (UP -97-10) and Environmental and
Design Review Permit (ED -97-24).
2. Building Height:
Maximum 54 feet, except for the building height
bonus granted by City approved office park Use
Permit (UP -97-10b) and Environmental and Design
Review Permit (ED -97-24). The building height
bonus requires provisions for a park, which is
addressed below.
3. Landscaping:
Landscaping shall be consistent with the
Development Plan approved under the office park
Environmental and Design Review Permit (ED -97-
24).
4. On-site Parking:
Minimum of 3 parking spaces per 1000 gross
square feet of office space, with requirement for
parking/landscape, consistent with the Development
Plan approved for the office park Environmental
and Design Review Permit (ED -97-24). Additional
parking, to bring the total up to 1 space per 300
gross square feet of office area may be required,
following office occupancy and continued
monitoring. Monitoring of on-site parking shall be
enforced through the conditions of the approved
office park Use Permit (UP -97-10).
5. Building coverage: Building coverage shall be consistent with the
Development Plan approved under the office park
Environmental and Design Review Permit (ED -97-
24).
6. Development Phasing: A minimum of two phases, as defined and approved
under the office park Use Permit (UP -97-10) and
Environmental and Design Review Permit (ED -97-
24).
7. Park Facility: The office park development shall provide a
privately maintained park with public access
adjacent to Mahon Creek, as set forth in the office
park use permit (UP -97-10b).
DESIGN STANDARDS
All buildings, structures, site improvements, landscaping, parking and exterior lighting shall be
consistent with the Development Plan and conditions of approval for the office park
Environmental and Design Review Permit (ED -97-24).
TERMS
This PD District shall be valid as follows:
1. If this PD District and project approvals do not include a Development Agreement, as
authorized by the California Government Code Section 65864 et seq., then Phase I of
UP -97-10 and ED -97-24 shall be valid for a term of two years and Phase II of UP -97-10
and ED -97-24 shall be valid for a period of four years, commencing on the effective date
of this PD District ordinance. If a building permit is not issued prior to the expiration
date of the respective terms, then an extension shall be requested by the applicant.
2. If this PD District and project approvals include a Development Agreement, as
authorized by the California Government Code Section 65864 et seq., then this PD
District shall be approved for a term as defined in the Development Agreement.

209, Marin County Records and being more particularly described as follows:
Beginning at the intersection of the southerly boundary line of the city street known as
Second Street, with the westerly boundary line of the city street known as Lindaro Street and
running thence along said westerly boundary:

County Records; thence North 80 53' East 32.92 feet to the true point of beginning; thence
Southeasterly perpendicular to the aforementioned Easterly line, 315.00 feet; thence along a
tangent curve to the left, through a central angle of 51' 00' 00" having a radius of 215.00 feet, an
arc distance of 191.37 feet; thence North 47° 53' East 70 feet, more or less, to the termination of

lead plug and tag RE5561 set in a concrete sidewalk, and as shown on the Record of Survey Map
filed May 10, 1985 in Book 20 of Surveys at Page 47, Marin County Records;
thence along said southerly line of Second Street South 83°33'00" East 140.70 feet to the
southwesterly line of Francisco Boulevard;
thence leaving the southerly line of Second Street and along said southwesterly line of
Francisco Boulevard, South 51°37'29" East 98.68 feet to the westerly line of Parcel 4, conveyed
