Clerk of the Council of said City, do hereby certify that the foregoing Charter
Ordinance No. 1702 entitled:
"AN ORDINANCE OF THE CITY OF SAN RAFAEL REPEALING CHAPTER 2.24 OF THE
SAN RAFAEL MUNICIPAL CODE, 'FINANCE DEPARTMENT' AND ENACTING A NEW
CHAPTER 2.24 'ADMINISTRATIVE SERVICES DEPARTMENT', AND RELATED CODE
CHANGES"
is a true and correct copy of an Ordinance of said City and was introduced at a
REGULAR meeting of the City Council of the City of San Rafael, held on the 21st day
of OCTOBER, 1996, published as required by City Charter in the MARIN INDEPENDENT
JOURNAL, a newspaper published in the City of San Rafael and passed and adopted as
an ordinance of said City at a REGULAR meeting of the City Council of said City held
on the 4th day of NOVEMBER, 1996, by the following vote, to wit:

ORDINANCE NO. 1702
AN ORDINANCE OF THE CITY OF SAN RAFAEL
REPEALING CHAPTER 2.24 OF THE SAN RAFAEL
MUNICIPAL CODE, "FINANCE DEPARTMENT"
AND ENACTING A NEW CHAPTER 2.24
"ADMINISTRATIVE SERVICES DEPARTMENT,"
AND RELATED CODE CHANGES
The City Council of the City of San Rafael does hereby ordain as follows:
DIVISION 1: Chapter 2.24 of the San Rafael Municipal Code, "Finance
Department," is hereby repealed, and a new Chapter 2.24, "Administrative Services
Department" is hereby enacted, to read as follows:
Chapter 2.24
ADMINISTRATIVE SERVICES DEPARTMENT
Sections:
2.24.010 Department Created.
2.24.020 Director of Administrative Services.
2.24.030 Duties of Director of Administrative Services.
2.24.010 -- Department Created. An Administrative Services Department is
hereby created.
2.24.020 -- Director of Administrative Services. There shall be a Director of
Administrative Services who shall have charge of the administration of the Administrative
Services Department, and who shall be responsible to and under the direction and control
of the City Manager.
2.24.030 -- Duties of Director of Administrative Services. The Director of
Administrative Services shall perform the following duties:
(a) All of the financial and accounting duties imposed upon the City Clerk,
City Treasurer, City Tax and License Collector, and the Finance Director by the Charter
of the City, and other provisions of this Code;
(b) Assist the City Manager in the preparation of a proposed budget of the
City for the ensuing fiscal year, including a summary of all anticipated revenue and
expenditures;
(c) Maintain a system of accounting for proper budget expenditure control,
and maintain records that readily reflect the financial condition of the City;

(d) Submit to the City Manager a monthly budget report showing receipts and
disbursements in sufficient detail to reflect the City's financial condition;
(e) At the end of each fiscal year, submit to the City Manager and City Council
a summary statement of receipts and disbursements by departments and funds, including
opening and closing fund balances in the treasury;
(f) At the end of each fiscal year cause a report to be published, as required by
the Charter of the City, showing the financial transactions and financial condition of the
City for the last fiscal year;
(g) Manage and direct the City's information systems;
(h) Such other duties, functions and responsibilities as the City Manager or the
City Council may direct.
DIVISION 2: Section 2.08.210, "Bonds Required," is hereby amended to
replace "Director of Finance" with "Director of Administrative Services" wherever it
appears in the section.
DIVISION 3: Section 2.28.020, "Filing," is hereby amended to replace
"Director of Finance" with "Director of Administrative Services" wherever it appears in
the section.
DIVISION 4: Section 2.55.080, "Award Authority," is hereby amended to
replace "Finance Director" with "Director of Administrative Services" wherever it appears
in the section.
DIVISION 5: Section 3.22.140, "Administration of Tax," is hereby
amended to replace "Finance Director" with "Director of Administrative Services"
wherever it appears in the section.
DIVISION 6: Section 11.50.110, "Contract Award," is hereby amended to
replace "Finance Director" with "Director of Administrative Services" wherever it appears
in the section.
DIVISION 7: This ordinance shall be published once in full before its final
passage, in a newspaper of general circulation, published and circulated in the City of San
Rafael, and shall be in full force and effect thirty (30) days after its final passage.

The foregoing Ordinance No. 1702 was read and introduced at a Regular
Meeting of the City Council of the City of San Rafael, held on the 21" day of October,
1996, and ordered passed to print by the following vote to wit:
AYES: Councilmembers: Cohen, Heller, Miller, Phillips & Mayor Boro
NOES: Councilmembers : None
ABSENT: Councilmembers : None
and will come up for adoption as an Ordinance of the City of San Rafael at a Regular
Meeting of the Council to be held on the 4 th day of November , 1996.
