1. UPDATES ON:
a. Bike Path (Pam Nicolai)
City Manager Nicolai updated the group on the status of the bike path across the
southern part of the PG&E property. PG&E is currently internally evaluating
what to do with the property and continues to be concerned about the liability
of opening the bike path.
b. Growth - Industrial, Residential
City officials outlined some of the current projects and growth projections,
and School Board members discussed enrollment projections in the two districts.
Significant discussion occurred on the growing ethnic and bilingual mix in
the two districts.
C. City Council School Board Visit
Open House - Week of April 22, 1991 (Gladys Gilliland)
Gladys Gilliland, San Rafael Board of Education Trustee, invited the City
Council on behalf of the San Rafael School Board to visit the schools during
the week of April 22, 1991, and suggested that each Councilmember call and
set up an appointment at his or her convenience.
2. DISCUSSION ON CHILD CARE TASK FORCE:
a. Child Care Task Force (Judy Tipple, David Capitolo, Al Boro)
Councilmember Boro updated the group on the status of the Child Care Task Force,
and some discussion of the progress and changing attitudes towards child care
ensued.
3. DISCUSSION ON PARTNERSHIPS:
David Capitolo, Vice President, San Rafael Board of Education, outlined the numerous
partnership projects currently underway in the San Rafael School District:
a. C-LERN. The State Department of Education and Marin Community Foundation support
this site-based management program.
b. Cities in Schools. Currently Bahia Vista, Davidson and San Rafael High School
are participating in the Cities in Schools project which brings existing services
in the community to the school sites.
C. QEP. The Quality Education Project (parent education) program instructs parents
on how best to support their students at home for success at school.

d. MacMagic. Lucas Film, Apple, National Geographic Society and Marin Community
Foundation in the second year of MacMagic currently in Davidson School are
exploring innovative instructional programs.
e. USF. USF is currently consulting with San Rafael schools on the English as
a Second Language instructional program.
f. Pacific Telesis. Pacific Telesis is exploring a link to Cal -Berkeley for a
data resource pool for the high schools.
g. Beryl Buck Institute on Education. The Institute is working with Madrone High
School.
4. DISCUSSION ON COUNTY CHARGE FOR TAX COLLECTION:
Kathy Ohm, San Rafael Board of Education Trustee, initiated a discussion on the
impact of the fees and property tax collection imposed on the cities and schools
by the County and requested joint action between cities and the schools in pushing
the legislature and new Governor to rescind the Maddy bill which authorized the
County to take this action. Some discussion ensued about the ever-increasing actions
by the State and County to balance their budgets on the back of cities and schools.
It was generally agreed that a joint letter could be drafted by MCCMC and the Marin
County School Board Association to be sent to the Governor and key legislators expressing
our outrage at this growing trend.
There being no further business, the meeting was adjourned at 9:30 P.M.
