Agenda Item No: 7 Meeting Date: January 18, 2011 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Public Works Prepared by: �'ity Manager Approval: Director of Public Works (KM) File No.: 18.10.16 SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF WOODLAND AVENUE SIDEWALK IMPROVEMENTS FOR LAUREL DELL ELEMENTARY SCHOOL, A SAFE ROUTES TO SCHOOL PROJECT, CITY PROJECT NO. 11124, AND AUTHORIZE THE CITY CLERK TO CALL FOR BIDS. RECOMMENDATION: Adopt Plans and Specifications for the project. BACKGROUND: On February 19`h, 2008 the City Council adopted Resolution No. 12431 which approved an agreement with the Transportation Authority of Marin (TAM) for the Safe Pathways project at Laurel Dell Elementary School otherwise known as the Woodland Avenue Sidewalk Improvements for Laurel Dell Elementary School. This project includes the installation of a more than 1,000 feet of sidewalk along Woodland Avenue. Many portions of this area utilize a dirt sidewalk which is not conducive to providing safe access for pedestrians. Some of the existing sidewalk fronting Davidson Middle School has been displaced over the years due to tree root expansion. In addition, intersections in this area do not have access ramps. This project includes the installation of sidewalks, ramps and various improvements to the path of travel on the north side of Woodland Avenue between Lovell Avenue and Lindaro Street. This project, which is funded through the Safe Routes to Schools Program (SR2S) utilizing Measure A funding, addresses the installation of the sidewalk and ramps along Woodland Avenue. The existing crosswalks on Woodland Avenue do not meet current accessibility code requirements. Upgrading these crosswalks would require full reconstruction of the roadway and its drainage systems which would exceed the allocated budget for the project. It is anticipated that the improvements to the roadway crosswalks and drainage systems in this area will be included in a future Capital Improvement Projects. ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid and the construction of the projects to begin. Construction is anticipated to start in June of 2011 and finish in August 2011. FISCAL IMPACT: The estimate for construction of the two projects is $220,000. The exact cost for construction will not be known until bids have been received. The City has received a $250,000 allocation from Measure A through the Transportation Authority of Marin for this Safe Routes to School Project. ACTION REQURED: Adopt Plans and Specifications for the Woodland Avenue Sidewalk Improvements for Laurel Dell Elementary School, a Safe Routes to School project (Project No. 11124) on file with the City Clerk, and authorize the City Clerk to call for bids on these projects.
