TOPIC: Road Closure Details for the Great Race Start Event & Celebration
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING STREET CLOSURES FOR THE 2016 GREAT RACE START CELEBRATION ON
SATURDAY, JUNE 18th , 2016 FROM 8:00 A.M. — 12 NOON ON FOURTH STREET FROM
LOOTENS PLACE TO HETHERTON STREET, AND CIJOS STREET AS NEEDED
RECOMMENDATION: Adopt the resolution
BACKGROUND:
The "Great Race" is a time -speed -distance road rally for vintage automobiles, held over fourteen days across the
country. In 2006 the City of San Rafael was the official "Finish Host City" for the Great Race. Race organizers
recognized San Rafael as the "Best Host City" for 2006, and awarded our San Rafael Public Library with an
award of $10,000. The Great Race organizers visited San Rafael and are pleased to have contracted with the City
of San Rafael to be the "Official Great Race Start City" for the 2016 Great Race. The event will be hosted by the
City in partnership with the Chamber of Commerce, the Business Improvement District, and the Marin County
Visitor's Bureau as well as local business sponsorship support. The 2016 Great Race does not include any City
funding.
ANALYSIS:
In addition to the main street closures for the Great Race Start adopted on April 6th, 2016, these additional street
closures on Fourth Street are only to expedite the Great Race vehicles' route to the freeway. This minimum
closure is only a necessary traffic function for the short term access route to the freeway and will be reopened to
the public immediately following the final Great Race participants' vehicles exit from Fourth Street.
COMMUNITY OUTREACH:
The Great Race Start road closure notifications will be thoroughly marketed via a number of media and
partnership resources by the City of San Rafael, including The Marin County Visitors Bureau, the San Rafael
Chamber of Commerce, and the Business Improvement District. Big Cat Advertising is handling all local publicity
for the Great Race Start event.

FISCAL IMPACT:
There will be no direct fiscal impact on the City of San Rafael. The Great Race Committee has raised all funds the
for the 2016 Great Race through local sponsorships. Additional potential costs for staff time (primarily for street
closures and traffic control) are estimated to be minimal and already included in the Economic Development and
Police Budgets.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Adopt resolution as written.
2. Adopt resolution with modifications.
3. Direct staff to return with more information.
4. Take no action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING STREET CLOSURES FOR THE 2016 GREAT RACE
START CELEBRATION ON SATURDAY, JUNE 18th , 2016 FROM 8:00
A.M. — 12 NOON ON FOURTH STREET FROM LOOTENS PLACE TO
HETHERTON STREET, AND CIJOS STREET, AS NEEDED
WHEREAS, the 2016 Great Race Start Celebration necessitates the temporary closure of city streets
on June 18th' 2016; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
downtown area, the streets listed below should be temporarily closed to through traffic for the date and times
specified below:
1) 8:00 a.m. — 12 noon on Fourth Street from Lootens Place to Hetherton St., and Cijos Street as
needed;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael as
follows:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of
persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary
closure of the above listed streets for the date and times described above.

duly and regularly introduced and adopted at a regular meeting of the City Council of the City of San Rafael,
held on Monday, the sixteenth day of May, 2016, by the following vote, to wit:
