BACKGROUND: San Rafael has participated in the California Department of Conservation CalRecycle program since fiscal year 99/00. The program seeks to achieve an 80% recycling rate for all California Refund Value (CRV) beverage containers collected from City streets, parks and other public spaces. Operationally, Department of Public Works crews collect debris, which includes beverage containers and related material, for transport to the Marin Resource Recovery Center on Jacoby Street. Recycling center personnel weigh and process the material and determine the percentage that can be recycled. A recent 2 -week period illustrates the sheer volume of the material collected from City streets and the impact of local recycling efforts. In 2015, Marin Resource Recovery reported a recycling rate of 72.35%. Applying that rate to the 30.81 tons of material collected by DPW crews for a single 2 -week period in March 2016 means that 22.29 tons were recycled (30.81 x 72.35% = 22.29). ANALYSIS: The City Manager signed all past grant applications, which were then submitted by the Department of Public Works. This year's process differs in that California Department of Conservation now requires the authorization of the City Council to submit the CalRecycle grant application to the state. FOR CITY CLERK ONLY File No.: 155 Council Meeting: 05/16/2016 Disposition: Resolution 14120 SAN RAFAEL CITY COUNCIL AGENDA REPORT / Paye: 2 FISCAL IMPACT: Based on a per capita formula, CalRecycle has paid the City approximately $15,000 per year since fiscal year 99/00. For FY 15/16, San Rafael will receive $15,244 to support the City's efforts to maximize the recycling of beverage containers and other items collected by Department of Public Works personnel. This annual grant traditionally has been used to augment the General Fund. More recently, however, the City used the funds to contract with the Conservation Corps of the North Bay to collect recyclable material from City parks and to remove litter. OPTIONS: • Accept the report and adopt the Resolution as recommended; • Accept the report with modifications and adopt the Resolution with amended findings; or • Reject the report and do not adopt the Resolution. RECOMMENDED ACTION: Adopt resolution. ATTACHMENTS: 1. WHEREAS, Public Resources Code sections 48000 et seq. authorizes the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California's (state) efforts to reduce, recycle and reuse solid waste generated in the state, thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael authorizes the submittal of application(s) to CalRecycle for its Beverage Container Recycling City/County Payment Program; and BE IT FURTHER RESOLVED that the City Manager or his/her designee is hereby authorized and empowered to execute in the name of the City of San Rafael all grant documents, including but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project; and BE IT FURTHER RESOLVED that these authorizations are effective five (5) years from the date of adoption of this resolution.
