APPROVED BY Director of Public Works FILE REF: 05.01.27 06.04.05 SUMMARY/BACKGROUND: PROPOSALS FOR SOILS PROPERTY AT END OF BELLAAl City Manag r V DATE: November 7, 1983 As previously discussed with the City Council, the Housing Authority of Marin has been working with the San Rafael Sanitation District in order to develop a plan that would have a number of housing units on district property. Included in this plan was the potential for using City -owned property at the end of Bellam Boulevard currently being used as a materials storage yard. The City has obtained a $20,000 grant from Housing and Community Develop- ment Block Grant funds to perform geotechnical studies on our City -owned property to determine whether or not affordable housing on this site is feasible. A request for proposals has been prepared and is ready to be distributed to various soils engineering firms. The work would involve taking a number of borings to comply with the seismic safety element of our General Plan. Additionally, there is a requirement for a hazardous waste analysis of the existing fill material in order to comply with EPA regulations. The requirements of the grant are such that geotechnical work must be underway by January 1, 1984. RECOMMENDATION: I RECOMMEND THAT THE CITY COUNCIL AUTHORIZE STAFF TO SEEK PROPOSALS FOR SOILS ENGINEERING SERVICES ON CITY -OWNED PROPERTY AT THE END OF BELLAM BOULEVARD. Enclosures (3) 1. Map. /- ----- / 3 --------3 %�/ � HOUSING AUTHORITY OF THE COUNTY OF MARIN Ms: Pam Nicolai, Assistant City Manager City of San Rafael City Hall 1400 Fifth Avenue San Rafael, CA 94901 Dear Pam: August 22, 1983 Subject: Geotechnical Analysis City Owned Site Bellam Boulevard The following are the results of our discussions with various soil engineers regarding an RFP for geotechnical evaluation of the subject site. In general we are .requesting a geotechnical investigation to include sufficient test borings and laboratory tests to identify sub -surface conditions. There should be 6 - 8 borings in random locations ranging in depth to 40"! with two (2) borings down to bedrock. Possible geotechnical hazards and constraints should be identified with a discussion of mitigation measures and probable site grading and foundation requirements. The report should include an evaluation of potential settlement in time and space and estimate design grades to accommo('ate settlement. The possibility of earthquake shaking, ground lurching and liquifaction potential as well as flooding inundation should be considered and discussed. The study should also include chemical testing for hazardous waste and potential methane generation. An additional item that was suggested that we could consider would be a general evaluation of the soils on the Sanitation District Site based on available data from other buildings in the Kerner Industrial Park. The introduction should indicate that the building type proposed will be 2 story wood frame residential structures. We would be glad to assist further with this study and look forward to working with San Rafael in the development of affordable housing on the site. Sincerely, 41 J T ILLER SCHODER e.o tive Director JMS:jc Subject: REQUEST FOR PROPOSAL Gentlemen: The City of San Rafael is inviting your firm to submit a proposal for soils engineering services on an eight acre parcel located at the end of Bellam Boulevard. The Assessor's Parcel number is 9-010-16 and a sketch is attached for your information. This site is being considered for inclusion in an affordable housing project. The structures would be two story wood frame. The site has historically been used by the City as a dump. TYPE OF WORK REQUIRED: 1) The soils investigation must be based upon a "level C" investigation as described in the San Rafael General Plan (attached). It should contain sufficient information to evaluate the site for liquefaction, differential settlement, and ground shakings or lurching. There should be sufficient borings taken to determine the predicted settlement for flood control purposes. 2) In addition to the above, sufficient borings must be taken to test for any hazardous materials based upon the EPA priority pollutants list. Methane mitigation should also be studied if materials are encountered which would generate methane. It is requested that five copies of the final report be submitted within 90 days from the notice to proceed. The fee quoted must include all labor, materials, equipment, engineering, clerical and laboratory analysis.
