The City currently owns a parcel of land off of Bellam Boulevard adjacent
to the existing Sanitation District plant site. This parcel has
historically been used by our maintenance department as a dump site for
what we believe to be for non -hazardous materials.
In order to determine the geotechnical suitability of this site for an
affordable housing project, we have solicited proposals from three (3)
firms to perform an investigation and prepare a report. Additionally,
each firm will utilize a solid waste specialist to confirm that there
are no hazardous wastes present in the existing fill. Cost for the
study and report will be funded from HCDA Block Grant funds.

Dear Mr. Bernardi:
This presents our proposal to perform a geotechnical
investigation for planning and design of the proposed
affordable housing project to be located at the end of Bellam
Boulevard in San Rafael, California. We understand that the
project will consist of two-story wood -frame structures over
most of the 8 -acre site.
The site was a debris dump where land was created by filling
over former tidal marshland. The soils of the tidal marsh-
land consist of bay mud which varies in thickness at the site
between about 65 and 80 feet. Bay mud is typically a weak
and highly compressible deposit. Apparently, there is no
record of the composition of the dumped fill that overlies
the bay mud at the site. We have included a proposal by
Eljumaily-Butler Associates, whom we wish to include as
consultants to test for hazardous materials as outlined in
their proposal.

SCOPE
We would perform a detailed review of selected data and
previous work in the vicinity of the site. Our Registered
Civil Engineer would conduct a surficial reconnaissance of
the site. We would explore the subsurface conditions in the
parcel area to the extent of 7 test borings. Three of the
borings would be deep; drilled to depths of 70 to 90 feet.
The remaining 4 borings would be shallower; extending through
the fills and into the top of the bay mud. The test borings
would be converted to test wells for collection of water
samples by installing perforated PVC casings with caps.
Water samples would be collected and tested for hazardous
waste material by Eljumaily-Butler Associates.
Our Engineer or Geologist would locate the test borings,
inspect the operations, log the conditions encountered, and
obtain bulk and undisturbed core samples for visual
examination, classification, and laboratory testing.
Selected samples would be tested in our laboratory to
determine their moisture content, dry density, shear
strength, and consolidation characteristics. Other samples,
derived from the dump fill would be transported to
Eljumaily--Butler Associates for appropriate testing in their
laboratory. We would analyze the results of our field and
laboratory work, and present our findings in a written report
including the following geotechnical information based upon a
"level C" investigation as described in the San Rafael
General Plan:
1. An opinion of project feasibility from a
geotechnical standpoint.
2. A description of the soil and geologic conditions
observed.
3. A discussion of potential seismic geologic hazards
including ground rupture, ground shaking,
liquefaction, lateral spreading, ground lurching
tsunamis, seiches and flooding. Mitigation measures
will be recommended as necessary.
4. Estimated site period for earthquake engineering.
5. Estimated settlement behavior for flood control
purposes plus estimates of differential settlements
and the time rate of settlements.

6. Site grading recommendations.
7. Recommended foundation type(s) and design criteria.
8. Recommendations for slab -on -grade construction, if
appropriate.
9. Design criteria for minor retaining walls, if
necessary.
10. Preliminary design criteria for pavement
thicknesses.
11. Soil engineering drainage recommendations.
12. Recommended supplemental services.
Five copies of the final report will be submitted within a
maximum of 90 days from the notice to proceed. A report
could be submitted in less time, if desired.
FEE
We propose to perform our geotechnical investigation for the
lump sum fee of $8000. Hazardous material testing would be
in addition to the above fee as outlined in the attached
proposal. Billing for hazardous waste material testing would
be directly to the City of San Rafael from the consultant in
order to save our standard 20 percent mark-up. Supplemental
services such as plan review, consultations following report
submittal, attendance at public meetings, and construction
observation and testing are in addition to the above
estimated fee. We would charge for these services in
accordance with our Standard Schedule of Charges.
We bill monthly, and bills are due upon presentation and past
due after .30 days. A one percent per month service charge
and reasonable collection expenses, if any, are added to past
due accounts.
Our work would be performed in accordance with generally
accepted standards of engineering practice. We offer no
other guarantees or warranties, either expressed or implied.
