SUMMARY/BACKGROUND: At the request of Councilmember Boro, staff has prepared a status report on the City's Unreinforced Masonry Buildings. There are currently 43 buildings on the list (attached). One is a City owned building which is vacant and used for storage. Two of the buildings were re- cently added to the list and have been notified to prepare the required structural analysis. Of the remaining 40 buildings 39 have received a "first review". Of these 39 buildings, 5 have received "final approval" for confor- mance with the City's analysis requirements. Responses to plan check com- ments have been received for 17 of the buildings. Plan check comments have been issued for the remaining 17 buildings and responses are ex- pected. Staff expects the review process to be completed within 60 days. Staff is also in touch with the Seismic Safety Commission and the League of California Cities to determine what programs and approaches other cities are adopting. To date, there have been no surprises. The submitted reports have con- firmed that repair costs will be extremely expensive. There does not appear to be any governmental funding programs available at this time which would provide financial assistance to the building owners. However, some relief could be provided through the formation of a "Mello -Roos District". This would provide financing through low interest bonds, similar to an assess- ment district. Additionally, the financial burden for repayment would be placed on the land rather than the owner. Wildan Associates, our plan check consultant, will be preparing an "Informational Matrix" for all of the buildings surveyed. This will be a useful decision making tool in determining the next steps for implementation. This information will also be an important factor in the development of the new "Downtown Plan." It is expected that a complete report will be pro- vided to the Council before 9Etober of this year.
