RECOMMENDATION:
Accept Report.
SUMMARY/BACKGROUND:
On September 26, 1991, staff met with a sub -committee of the
Unreinforced Masonry Ordinance Committee. Those present were three
property owners, one architect, two structural engineers, a Chamber
representative and City staff.
The purpose of this meeting was to more precisely define the purpose of the
proposed ordinance, to establish design parameters for this ordinance and
to establish a time frame for the adoption of this proposed ordinance.
The recommendations of this subcommittee and the resultant ordinance
will be presented to the full URM Committee for review, discussion and
recommendation to the City Council. It is anticipated that the draft
ordinance will be ready for review by November 1, 1991, at which time the
URM Committee will meet and review this ordinance and address issues
that the Council will need to consider in its deliberation of this ordinance.
The Subcommittee has reached the following conclusions with regard to the
draft ordinance:
1. The purpose of the ordinance is to provide for life safety of building
occupants. This means that the standard to which the buildings are
renovated will not guaranty complete building integrity, but will
permit occupants to safely exit the structure.
2. In order to accomplish the above -stated purpose, the design standards
to be considered will be a parapet bracing, bolting and floor/roof
anchorage, open store fronts, mortar conditions, and, lastly, any
special site-specific conditions.
3. In discussing timing (ordinance adoption) with some property owners,
it was indicated that the consensus of the property owners want to get
the ordinance adopted as quickly as possible, so that they can proceed
with commencing repairs.

Some issues that the URM Committee will consider are:
1. What inducements might be provided and opportunities for
upgrading/ creating housing stock in the downtown might there
be as these buildings are repaired.
2. What role can the Redevelopment Agency play in assisting in the
funding of these repairs or assisting in the upgrading or creation
of new housing.
3. It is assumed that other code requirements (plumbing and
electrical) will be invoked and if any, in specific areas only.
4. Should building permit fees be waived or can the Redevelopment
Agency share some responsibility in conjunction with the issues
raised above.
It is staffs intention to bring this matter before the Council at its first
meeting in December for a discussion of the proposed ordinance and a
discussion of the issues raised by the URM Committee. Based on that
discussion, staff will make the necessary changes to the ordinance and will
bring it before the Council on its second meeting in January for adoption
and implementation.
Additionally, in November, staff will bring to the Council the result of the
Consultant Review and Analysis of the engineering reports submitted by the
property owners.
