ROBERT E. MARCUCCI city Manager DATE: April 8, 1993 Recommendation: It is recommended that the City Council authorize the Fire Chief to enter into an agreement with Clean Bay for the storage and use of oil spill containment and mitigation supplies and equipment. The storage container will be located at space provided by the Marin Rod and Gun Club. Summary/Background: In 1971, Clean Bay, a non profit cooperative of petroleum, maritime and chemical companies, situated in the San Francisco Bay, was formed to respond to and mitigate oil spills occurring in the San Francisco Bay and along the Northern California coast. While oil spill prevention has been a key priority, Clean Bay is equipped with equipment and personnel strategically located near major transportation routes and oil handling terminals to respond to and minimize environmental contamination. Additionally, Clean Bay works closely with Federal, State and local agencies including U.S. Coast Guard, California Department of Fish and Game and Regional Water Quality Control Board. Agreements have been initiated with local agencies to receive satellite spill mitigation sea containers which are designed to assist Clean Bay in expediently deploying spill control booms, skimmers and oil dispersants to petroleum spills on the bay or in environmentally sensitive inlets. In July of this year the Fire Department was made aware of Clean Bay's satellite program. Agreements have been initiated in Solano, Sonoma and Contra Costa Counties to house and use the sea File Na 13..- l Council Meeting --- _------- . 164 -al nisoositionC. 0 ..... 1' 29=- REPORT TO MAYOR AND CITY COUNCIL / PAGE: 2 containers as needed in their jurisdictions or to assist Clean Bay in loading of materials to transport vessels in the event of an oil spill response. Interest has been expressed by Clean Bay to house such a satellite container in Marin County, with San Rafael as a prime location with respect to access to the San Rafael, San Pablo and San Francisco Bays. In addition to the benefits previously described, housing this satellite container would provide added opportunity for the Department to access resources in the event of an oil spill causing potential contamination to the San Rafael Canal and its marinas and boat yards.
