SUMMARYBACKGROUND: In 1985, the City of San Rafael selected the firm of Kindler & Laucci, which later became Crump and Company as its Broker of Record to service our group medical, dental, life and disability insurance programs. The City's contact person with that firm was Ulf Hamilton. When Mr. Hamilton established his own firm, the Council approved staff's recommendation to continue to work with him and designate his company, Hamilton Resources and Insurance Services, as our Broker of Record. This relationship was renewed in 1992 at staff's recommendation by the City Council for a two year period. Because it had been so many years since the last bid process, this year staff released a "Request for Proposal" (RFP) for insurance broker services to help determine whether staff should recommend a continued relationship with Mr. Hamilton or seek the services of another insurance broker. In addition to sending the RFP to insurance brokers who had indicated during the last two years an interest in bidding for this service, staff also placed a notice in the Marin Independent Journal. Besides Mr. Hamilton's firm, three other firms submitted timely responses to the RFP. All four companies were interviewed by a committee consisting of Daryl Chandler, Personnel Director; Ransom Coleman, Finance Director; and Bill Castellanos, Field Representative, MAPE/SEIU Local 949. Evaluation factors used by this committee included, but were not limited to, 1) the extent to which the firms demonstrate competency in performing this work (references were checked); 2) the extent to which the firm has resources and trained personnel to provide consulting services in the area of employee benefits; 3) cost compared to services provided Note: Broker fees are currently part of premium costs, it is not an itemized budgeted item for the Personnel Department, and 4) knowledge of trends in employee benefits. Based upon the interviews and reference checks, the Committee recommends the City Council now adopt this resolution designating LYNCO Financial & Insurance Services as the Broker of Record for the City's group dental, life and long term disability insurance programs effective January 1, 1995, for a period of two years. With this change, staff believes the City will see an increase in service level of the broker, i.e., more involvement in employee open enrollments; establishment of an "800" number by the broker to directly assist employees with questions and/or problem resolution; on-going review of benefit programs to ensure benefit costs are representative of benefit levels; and aggressively dealing with insurance providers at renewal time to assure cost containment. This increased service level will be provided without an increase in cost to the City of San Raf&W. WHEREAS, it has been determined to be in the best interest of the City of San Rafael and its employees to designate a broker of record for its group insurance programs; and WHEREAS, it has been determined that LYNCO Financial & Insurance Services is competent to provide such services; NOW THEREFORE BE IT RESOLVED that effective January 1, 1995, the Council of the City of San Rafael does hereby designate LYNCO Financial & Insurance Services as the City's group insurance broker of record for a period of two years.
