AGREEMENT
Contract Emulovee
This Agreement made and entered into this 30th day of
September. 1996 by and between the City of San Rafael, hereinafter
referred to as "City", and Julie Jones hereinafter referred to as
"Contract Employee".
1. The City hereby employs Contract Employee to provide services
enumerated in exhibit "A" and incorporated herein by reference. The term
of this agreement shall be 1011196 through 9130197
2. In consideration of performing duties enumerated in exhibit "A",
Contract Employee will work from _1011196 through 9130/97 and will
receive $18.27 per hour and will work 3.75 hours per week.
Additional hours, as needed, may be approved by the Library Director.
3. Contract Employee will report to and receive direction from the Library
Director or his designated representative in performance of duties
enumerated in exhibit "A". It is expressly understood that the contractor
work assignments and services performed under this agreement are all
under the direction of staff.
4. It is understood that Julie Jones is a Contract Employee, not a City
employee, and as such will not be entitled to vacation, sick leave, or other
fringe benefits granted to regular full-time employees of the City.
5. Either party may terminate this agreement at any time upon two weeks
written notice to all parties.
6. The parties agree to submit any claims or disputes arising out of this
agreement to binding arbitration pursuant to the current provisions of the
California Code of Civil Procedure and any successor statutes.
IN WITNESS WHEREOF, the parties have entered into this agreement the
day and year first above written.

Job Description
Definition - Under the direction of the Program Coordinators, the Literacy
Program Lead Trainer is responsible for implementing and supervising
the training program of the Marin Literacy Program and performing such
related duties as required.
Level Summary - This single position class, contracted employee performs
duties within established guidelines and is responsible for the operation
and implementation of the training of volunteer tutors for the Marin
Literacy Program. Work is reviewed through conferences and reports for
timely accomplishment, conformance to policy, quality of services provided
and results obtained.
Function - The Lead Trainer is responsible for planning, developing,
supervising and implementing the training of volunteer tutors for the I
Marin Literacy Program; selects, trains -and supervises assistants who will
present segments of the trainings; supervises the monitoring of the
progress of tutor training; prepares budget requests, monitors
expenditures, maintains records, and prepares reports for library
administration and funding sources; develops literacy training materials
for use with tutors during trainings; coordinates ordering and
dissemination of literacy training materials; is responsible for developing
public awareness of literacy trainings; performs administrative and
supervisory responsibilities; and performs related work as required.
Emnlovment Standards - Education/Experience - A combination of
education/experience equivalent of four years of college that demonstrates
possession of the following knowledge and skills:
KnowledLye - Considerable knowledge of language development
and remediation of reading difficulties; knowledge of adult
literacy methodology and techniques.
Skill - To create an Adult Literacy Program training program
based on information from existing programs and one's own
knowledge; to be able to work with volunteer tutors to develop
appropriate lessons based on an Adult Literacy format; to
model techniques for the tutors; to prepare comprehensive
written reports if necessary and express ideas clearly and
concisely.
License - Possession of a valid California class 3 driver's license and a
satisfactory driving history as obtained from the Department of Motor
Vehicles.
