This Agreement made and entered into this 16th day of
September. 1995 by and between the City of San Rafael, hereinafter
referred to as "City", and Sharon Mooney hereinafter referred to as
"Contract Employee".
1. The City hereby employs Contract Employee to provide services
enumerated in exhibit "A" and incorporated herein by reference. The term
of this agreement shall be 10123195 through 9130196
2. In consideration of performing duties enumerated in exhibit "A",
Contract Employee will work from 10123195 through 9130196 and will
receive $16.50 per hour and will work 5 hours per week.
Additional hours, as needed, may be approved by the Library Director.
3. Contract Employee will report to and receive direction from the Library
Director or his designated representative in performance of duties
enumerated in exhibit "A". It is expressly understood that the contractor
work assignments and services performed under this agreement are all
under the direction of staff.
4. It is understood that Sharon Mooney is a Contract Employee, not a
City employee, and as such will not be entitled to vacation, sick leave, or
other fringe benefits granted to regular full-time employees of the City.
5. Either party may terminate this agreement at any time upon two weeks
written notice to all parties.
6. The parties agree to submit any claims or disputes arising out of this
agreement to binding arbitration pursuant to the current provisions of the
California Code of Civil Procedure and any successor statutes.

Program Coordinator for San Quentin Project
Funded by 1995-1996 State Literacy Resource Center Grant (SLRC)
Job Description
Definition - Under the direction of the Library Administrators, the Program
Coordinator is responsible for implementing, supervising and evaluating
the daily operation of the San Quentin Project of the Marin Literacy
Program and performing such related duties as required.
Level Summary - This single position class, contracted employee performs
duties within established guidelines and is responsible for the daily
operation and implementation of the San Quentin Project of the Marin
Literacy Program. Work is reviewed through conferences and reports for
timely accomplishment, conformance to policy, quality of services provided
and results obtained.
Function - The Program Coordinator is responsible for planning,
developing, supervising and coordinating the San Quentin Project; is
responsible for the maintenance of the budget, keeps records current,
submits all draws against the account to Library Administration and
accomplishes all Quarterly Reports; develops community contacts, creates
a relationship with San Quentin for purposes of delivering In -House
Training Project services, and works with San Quentin staff for purposes of
fund development for an on-going program; prepares Final Report to the
Library and the State Library Resource Center and provides the State
Library Resource Center with a bibliography of tutor materials and a
program description for replication; and performs related work as
required.
Emplovment Standards - Education/Experience - A combination of
education/experience equivalent of four years of college, plus two years of
educational resource specialist experience that demonstrates possession of
the knowledge of adult literacy methodology and techniques.
License - Possession of a valid California class 3 driver's license and a
satisfactory driving history as obtained from the Department of Motor
Vehicles.
