AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SAN RAFAEL
AMENDING SECTIONS 14.11.020.A.-l.g, 14.12.020.E.2 AND 14.12.030.A.5
OF THE SAN RAFAEL MUNICIPAL CODE TITLE 14
CONCERNING REGULATION OF NEON SIGNAGE
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DOES ORDAIN AS FOLLOWS:
DIVISION 1. Title 14 (Zoning) of the San Rafael
Municipal Code is hereby amended to read as follows:
Section 14.11.020.A-l.g is amended to read:
Signs: when submitted simultaneously with plans
for any of the improvements listed above or when
including the use of nonconcealed neon not within
a window per Section 14.12.020.E.2.b.
Section 14.12.020.E.2 is amended to read:
Limitations on Illumination
a. Direction of Lighting: No artificial light
of whatever type or nature used in conjunction
with or for the purpose of lighting any sign
shall be so located or constructed nor shall
any substance or material capable of reflecting
light be so placed as to result in directing
such artificial light on or into any adjoining
or nearby lots, structures, or public rights-of-way
so as to create glare. When spotlights or floodlights
are used to illuminate a sign, the reflector
shall be provided with proper shields or glass
lenses concentrating the illumination upon the
area of the sign so as to prevent glare upon
the street or adjacent property.
b. Concealing Light Sources: Whenever an illuminated
advertising device is permitted, every part
of its light source shall be concealed from
view, and the light shall not travel from such
light sources straight to the viewer's eye,
but instead shall be visible only from a reflecting
or diffusing surface. As used herein, "light
source" means a bulb or tube from which light

is emitted when the bulb or tube is activated
(electronically or otherwise), including, but
not limited to, incandescent filament bulb,
electric discharge bulb, and fluorescent tube.
(1) Exempt from this requirement are incandescent
filament bulbs of 15 watts or less.
(2) Exempt from this requirement is neon when
located inside a window. Neon may also
be permitted for other types of signs
when approved as an application for design
review per Section 14.11.020.A.-l.g.
Section 14.12.030.A.5 is amended to read:
Made of fluorescent uaint or material.
DIVISION 2. If any section, subsection, sentence,
clause or phrase of this ordinance is for any reason held to
be invalid, such holding or holdings shall not affect the validity
of the remaining portions of this ordinance. The Council declares
that it would have passed this ordinance and each section,
subsection, sentence, clause and phrase thereof, irrespective
of the fact that any one or more sections, subsections, sentences,
clauses or phrases be declared invalid.
DIVISION 3. This ordinance shall be published once
in full before its final passage in a newspaper of general
circulation, published and circulated in the City of San Rafael,
and shall be in full force and effect thirty (30) days after
its final passage.

The foregoing Ordinance No. 1530 was read and introduced
at a regular meeting of the City Council of the City of San
Rafael on the 21st day of July , 1986,
and ordered passed to print by the following vote, to wit:
AYES: COUNCILMEMBERS:Breiner, Frugoli,Nave, Russom & Mayor Mulryan
NOES: COUNCILMEMBERS:None
ABSENT: COUNCILMEMBERS:None
and will come up for adoption as an Ordinance of the City of
San Rafael at a regular meeting of the Council to be held on
the 4th day of August 4 1986.
